This is a mix of the "good city" combat tracks that can be heard on the OST. It's my belief that Inon Zur originally composed the combat tracks that are on the OST and Obsidian later cut them up and slowed them down. In one of the pre-alpha videos from around E3 2010, one of those OST tracks can be barely heard.
