You can finish a fear takedown with a silent takedown by pressing right click on the last enemy instead of left click. This will make Batman perform a silent takedown and refill your fear takedown just after finishing a fear takedown, so you won't have to resort to glitches and abuses to do so. I hate people who do that :D.
