The unruly districts of the Empire finally broke out in open rebellion, led by popular provincial noble ("Jarl"), Retarded Hardrada. It had been a long time coming. As the Empire suffered a succession of weak and selfish Emperors, power shifted to the great houses of the heartland, at the expense of the increasingly exasperated Jarls. Discontent broke out in violent and widespread unrest, to which the Empire responded with reprisals and punitive taxation. A series of fortresses were constructed to intimidate the North. Goblin invasions in 563 and 568 added further misery, leading Jarl of Highreach to assassinate all Imperial officials in his province and lay siege to just-completed Heinburg Fortress. In 572, the rest of the North followed suit, declaring the formation of independent Fjordland. The Emperor, furious and hungry for glory, mobilized his legions, determined to stamp out Northern treachery once and for all.
