It starts at 949kbps and ends at around 1000bps, any lower than 1kbps made it not render at all. I only decreased the video bitrate since I wanted it to be watchable without hurting your ears.
More technical detail of how I did it, I made ffmpeg reencode 10 seconds of video at each BPS, then took the last second from each video and mashed them together.
The original version was only 480x360 so the decrease in quality was barely noticable (smaller scale = less bytes needed to store one frame), so I first upscaled it 2x using realesr-animevideov3.
