A system does not fail when its principles are forgotten, but when its mechanisms no longer enforce them. Democratic order is often described in terms of values—trust, norms, cooperation—but its stability does not originate there. It is produced by structure: arrangements that assume conflict, anticipate overreach, and convert ambition into constraint. When those arrangements weaken, the language of democracy persists, but its operation begins to change. What emerges is not the immediate loss of form, but the gradual loss of function.
The first force is Structure. Power is divided, procedures are specified, and boundaries are drawn—not to express ideals, but to impose limits. Each branch is given both the means and the motive to resist encroachment. Each level of government is assigned a domain that must be defended to remain meaningful. Rights are not requests; they are prohibitions. Elections are not expressions; they are mechanisms linking decision to consequence. Structure, in this sense, is not guidance. It is enforcement embedded in design.
The second force is Incentives. Actors within the system respond not to abstract commitments, but to costs and benefits. Confrontation carries risk; restraint may yield advantage; expansion of authority can be justified as necessity. When enforcing limits becomes politically costly, it is avoided. When bypassing constraints becomes expedient, it is rationalized. Incentives do not break the system; they reveal how it will operate under pressure. Where structure is strong, incentives are contained. Where structure softens, incentives begin to reshape behavior.
The third force is Enforcement. Constraints hold only when they are actively maintained. Separation of powers requires opposition, not agreement. Federalism requires boundaries to be asserted, not assumed. Rights require application, not invocation. Elections require consequences, not participation alone. When enforcement becomes selective, deferred, or replaced with appeals to norms, the system does not stabilize—it becomes conditional. What was once automatic becomes discretionary. What was once binding becomes negotiable.
