I actually like all of the villains from Avatar: The Last Airbender and The Legend of Korra but this is how I would rank them.
I did not include Zhao but if he was included, he would be below Vaatu. I also did not include Zuko because I saw him as an anti-hero even when he was chasing Aang.
As for the Red Lotus, I counted them together with Zaheer so they would be in first place with him.
