Water Source will only freeze when the blocks are next to each other, but this is not limited to Solid Block. In this Ice Farm, half of the water source is in contact with the Fence Gate, and everything turns to Ice in about 30 minutes. btw, Slab is waterlogged and cannot contribute to the freezing

There is also Fence Gate at the end of the water flow, which carries most of the Ice to transport layer

This is my personal feeling, but I've adjusted the difficulty and efficiency for people who are making first Ice Farm. Please try it!

Test on Minecraft Java 1.16.5 and 1.17
