When the Staatsspoorwegen were looking to upgrade their express motive power over their existing 4-4-0 801 series (Nederlandse Spoorwegen class 1700), they found themselves running Atlantics. But, Dutch railways do as Dutch railways do best, and they did not come out the other end with a great locomotive at all. Whether you call them series 995, series 999 or the NS 2000s, they could best be described as a woeful disappointment.
