You have to kill a chained ogre to access this area. This is the place with the mini boss General Tenzen Yamauchi.
Note: I had already defeated him, so he doesn't spawn anymore.
I kept this minimal by not using any skills (I did have the Suppress Presence skill unlocked, which prevented me from getting detected thirty seconds in, I would get seen right before climbing up).
I was hoping for a ghost run (no detection arrows), but a few enemies got suspicious right before they were killed. That could have been avoided by sneaking move carefully, but I no longer have the patience to do things perfectly.
