Old army tents left over from the Korean War house prisoners instead of cells. With no walls or insulation around them, prisoners endure the unbearable summer heat and the freezing cold of winter. The Sheriff is a hard man who refuses to spend any more than he has to on his prisoners. Harassment and humiliation are a part of everyday life at Tent City.
The series accompanies guards on their daily routines: those who struggle to maintain law and order, and those who abuse their powers mercilessly. But above all, each episode allows the viewer to see the world from the prisoners' point of view. There is the newcomer spending his first terrifying night locked up. There are felons who live for the day when their fate will be decided—will it be life behind bars or a worse fate? Foreigners, far away from home, are languishing away under the most horrendous conditions. Finally, there are mothers who have to raise their children in the shadow of prison bars.
