Was able to afford some upgrades. Now the build is pretty awesome. Some key points:
Volls protector chest generates lots of power charges. This is the only required item to get going
Volls devotion generates endurance charges when power charges are lost from discharge
Second wind support helps overcome the discharge cooldown
Storm brand helps generate extra charges
New staff with +1 power and endurance charges is OP. I crafted it by using Woe essence until I got +2 lightning, cold, or fire gems
Herald of ash is my herald of choice. It creates strong burns against leftover enemies")

This build is very complex IMHO. 1) Berserk, 2) reverse chill, and 3) guaranteed instant Izaro 1 shot (4x hair triggers + wave of conviction trap) are not new individually, but I havent seen anyone cram them into a single build.
I use a high-mana warcry to self-inflict damage to chill, but the self-chill lasts only 2 seconds. Also every time I use a skill, phase run disappears. This is why I needed warcries and phase run cooldown to be reduced to exactly 2 seconds.
Some items are legacy and/or expensive. Also, warcry and tree rework coming in 3 days will completely change this build (Harvest league starts on June 19th, 2020). So DO NOT try to make this build.
Top speed goes up to almost 1100%. Of course, if I didnt care about killing Izaro, I can go faster. Thanks for watching.")

Just an update on my build Ive worked on for a very long time. I tweak this build every league as I get more currency or as GGG changes the state of POE. The tree and cluster jewels totally changed in 3.16, so it is not as optimized as it was last league.
The build is not just about getting the highest DPS or defense. I also build it in a way that I think is cool, like having the max number of frenzies or using my harvest-crafted sword.
