The real problem is foreigners who have lived in Japan for years and know how to use chopsticks properly but are still prepared with a fork and spoon at restaurants. They could feel sad being treated as foreigners no matter how long they stay.
Japanese people do not think it is necessary for foreign people to use chopsticks, but if you do, they will surely appreciate it as a sign of respect for their culture. So if you are interested, I encourage you to try using chopsticks. But if you don't want to use them, or if your physical condition prevents you from using them, don't worry about it at all.
