Why doesn't Apple make backlit keyboards? I don't really know. It seems like Apple just doesn't care about their accessories. They never made a black compact Magic Keyboard with Touch ID, and people would be lining up for that. The Magic Mouse is still one of the best options for Mac and it's still not comfortable, and you still flip it over to charge it. They've used the same basic Magic Keyboard design for 20 years. Backlighting would make it the ultimate Mac keyboard, but I don't see it happening.
