You don't need any expensive plugins! Just a few standard effects and basic expressions!
One particle consists of two shapes. The particle itself and the tail.
The unique movement is created with two wiggle expressions. While the first one creates a slower and broader movement, the second one stacks a faster and more hectic behaviour on top.
The tail is put together using a combination of several standard effects.
Echo generates the tail in the first step.
Then, Turbulent Displace disturbs the tail and adds detail.
The Glow effect... Well, adds a glow:)
The light rays are added with CC Light Rays.
