While examining the various assets inside New Horizons' data, I found that the Island Designer path tile permits are actual inventory items that could be carried and equipped by the player.
Each of the different path types can also be found in the inventory, but instead of being tools they act more like furniture items, allowing the player to "place" them on the map. Oddly enough, the sound effect of placing items doesn't play and the objects themselves appear to just be enlarged 3D models of the Nook Stop icons. While they have collision detection they are not interactive and once placed the player can't even pick them up with the Y button.
