While the National Park Service has previously offered up a Policy Memorandum towards prohibiting the use of UAS within park boundaries, there are means for some operations that are perfectly legal. Flight from outside the park boundaries, operations approved by the park superintendent, and operations upon waterways not administered by NPS, among other reasons can be legitimate exceptions.
