This fix applies if you have tried everything else that did not work, including:
Installing DirectX Runtimes.
Installing Visual C++ Redistributable Runtimes
Installing Java
Enabling Compatibility Mode
Changing High DPI Settings
Etc.

Download and extract the file from the zipped folder. It's a fixed configuration file.
Make a couple of copies if you wish. Install one copy into each game's root install folder.

There are several programs out there that activate windowed borderless gaming. Some are free and quick Google search should give you a list of them but my favorite is Borderless Gaming. I think it's like $3.99 on Steam.
