Here is the development of Windows 11 with its startup and shutdown sounds

Sources:

Please note:
Windows 10 used windows 7/vista startup sounds and no shutdown sounds because the "exit windows" was removed since windows 8.
how to enable it:
- Go to Control Panel\Hardware and Sound\Sound and click Sounds.
- Check the "Play Windows Startup Sound"
- Click OK and close the window
- Go to Control Panel\Hardware and Sound\Power Options, in the left sidebar, click
"Choose what the power button do"
- Click on "Change settings that are currently unavailable", and uncheck "Turn on fast
startup(recommended)" and click OK then close Control Panel

Please be minded: Windows Logon sound is not equal to the startup sound.They are just 2 different concept.
