The mission of this stage is "Complete as Kuuga or Agito". I'm not satisfied by that, though, so I went with both!
As you can see, Agito and Kuuga can use a Double Hissatsu. Also, Agito is one of the few Riders to have four special moves, having an Up/Down+A special (Burning Rider Punch).
Oh, by the way, don't try doing this as Kuuga with Agito as a partner. The game freezes. Bad glitch there, but you can work around it by simply being Agito with Kuuga as partner.
