San Diego County has 3.5 million people and 18 city councils. Michael graded all of them on the last decade of record, weighted heavily on the Second Amendment but also on whether they function as a council at all.
One earned an A. Santee. When you could not get a CCW in San Diego, councilman Rob McNelis wrote an op-ed in the Union Tribune calling it out, and all five council members voted on a resolution asking the sheriff to start issuing. That is a city council changing a countywide policy.
