Albert is born in Kellytown, the smallest city of the world, and he is the worst scoundrel in town. Because of Albert every day is a challenge for the inhabitants of Kellytown, and then one day Albert crashes into the city-statue and smashes it to thousand pieces. Before anybody gets another chance to complain, Albert decides to rehabilitate his “good” name. He promises the villagers and his parents to venture out into the big world and come back as a hot-air-balloon-captain, in honour of Kellytown. Apart from Albert’s parents and his very best friend Egon, none of the people of Kellytown seem to be too unhappy about Albert leaving town, but nobody trusts Albert to succeed in his big plans.
Albert's friend Egon is not willing to follow Albert. Egon has other plans. He wants to be a pirate, and somehow he cannot combine his pirate-dreams with those of Albert. Albert on the other hand is not going on his mission without Egon, so consequently he kidnaps his friend.
In an old barrel the two scoundrels of Kellytown sail out on their big adventure. Egon is obviously in a bad mood. “You don’t kidnap your friends,” he claims. Albert on the other hand is convinced that a pirate would do exactly that. The two boys sail down the river for quite some time and end up in a country far away from their hometown. Everything they meet is foreign to them, including Rapallo the biggest pick-pocket in the world. Rapallo, on the other hand, seems to be an honest thief, so our two friends join him and his scheme to steal back the biggest diamond in the world, which Rapallo claims belongs to him . This operation is to take place at the gypsy-market of Javallabad.
The gypsy-market is a lively place, and most certainly an eye opener for two adventurous boys, with big plans. Albert hopes to get a big reward from Rapallo, and thereby being able to buy his very own hot-air-balloon.
But things turn out differently than expected. (Which often happens in exciting film stories.) Rapallo and his two ruthless assistants Gnallo and Tubbi have their own agenda. They plan to steal the diamond for themselvs, they are not going to share. On top of that the diamond is not theirs to steal, but is the property of an honest diamond-owner.
Luckily Albert and Egon run into Jamilla, the wonderfully charming and clever gypsy girl. She helps them to figure out how to act in the very confusing market-place. And she even brings the two friends back together, so that they can start working together again. They desperately need to join forces, as it turns out that even Jamilla’s ability to foresee the future is not enough to defeat the evil bandits.
Yes, the three friends manage, against all odds, to steal the diamond from the bandits, but they are themselves caught by the police and are about to end their days in a dark jail, and not as hoped for, in the blue sky triumphantly sailing along in a beautiful balloon.
Once again a good fortune stretches its hand out towards our friends and the hot air balloon – captain Leopoldus comes to the rescue. He has seen everything from his balloon hovering over the marketplace, and he forces the police to give our trio a new chance. Together with Leopoldus they fight back and prove that they are capable of overcoming the evil bandits. The diamond is given back to its rightful owner and our friends receive a reward big enough to by a hot-air-balloon.
Albert the balloon captain and Egon the pirate return home to Kellytown in triumph. Flying high in the air. The skeptical inhabitants are forced to admit that even young boys sometimes can come up with a amazing positive surprise. Albert’s and Egon’s parents are just happy to get their boys back.
