If you use restream.io to stream to multiple services, you can add the restream chat client's window to your stream. This allows your viewers to see the chat from every location. You will need to download and install the restream chat client.
Addendum: If you want complete transparency of the background in stream, you need to go to Restream Chat settings, go to the section for Windows, enable transparency, and slider the Message slider all the way to the left. Otherwise you will have black boxes behind the messages. See screenshot here: http://i.imgur.com/5C4xbUp.png
