We live in a world of rapid technological change. Society has come to rely on new and emerging technologies for just about everything, yet many of the technologies with the most profound potential for good also have the potential to be used for destructive purposes. New warfighting domains have opened up in outer space and cyberspace. Advances in artificial intelligence are transforming the threat landscape. How should we be thinking about these issues and what can we do to reduce the risk that accidents or miscalculation will lead to inadvertent escalation—especially at the nuclear nexus? This talk will examine the state of play of international discussions on these issues and offer recommendations for the future.
