It took two months but Activision has finally dropped their Matchmaking blog and revealed little to nothing about what they plan on doing with SBMM. This is pretty much what I expected from an introductory blog about the matchmaking system.

Call of Duty: Modern Warfare III is an upcoming first-person shooter video game developed by Sledgehammer Games for PlayStation 4, PlayStation 5, Xbox One, Xbox Series X/S, and Microsoft Windows. Its first teaser was released on August 7th, 2023 and will be fully revealed on August 17th, 2023 in Call of Duty: Warzone 2.0 as part of Season Five live event, while the game will be fully released on November 10th, 2023.
