Governor Abigail Spanberger is promising answers after an accused murderer walked out of a Northern Virginia mental health facility on a weekend pass and boarded a one-way flight out of the United States.
Abdulloi Toshpulodzoda was accused of killing his landlord in 2019, found not guilty by reason of insanity, and committed to the Northern Virginia Mental Health Institute. Under Virginia law he was granted unsupervised 48-hour leave. Officials had already helped him obtain a passport. On July 6 he went to Dulles and flew to Tajikistan.
