Finally caught this stupid thing going off. It had been broken for probably a year or so, only sporadically going off every so often, but thankfully Fulton came out to do maintenance and ever since last year it's been operating perfectly. It also happened to be a pretty cold, windy day and the wind chill was absolutely brutal, and we braved it for a not even 30 second siren test... sometimes you get a test like that and think to yourself when it's done, "was it really worth it?".
