As of this recording, some textures don't load correctly on AMD graphic cards. If you see a texture that looks crunchy and you are on AMD, please don't report it to us because it's something only the pcsx2 devs can fix.
UPDATE: 7/11/24 The new update to pcsx should fix any issues. Thanks Macdu.
