There was no information about who or when with this footage, but after a lot of research I was able to determine that it was filmed in May 1957. The tourist was in New York for a trade show, and while he was there he visited some of the normal tourist destinations--the Circle Line, the Empire State Building, the UN--bringing his 16mm silent camera, loaded with color film, with him.
