Natural disasters and OT cyber incidents (disasters) occur, but not all disasters are created equal. How they are measured and how this affects preparation varies widely.
Munish combines lessons from scales used for earthquakes (Richter), wildfires (fire severity index), and hurricanes (Saffir-Simpson) and used them to create a scale for critical infrastructure cyber incidents.
By presenting and deconstructing the history, development, and communication of these scales and applying them to the unique nature of incidents in ICS/OT, the goal is to build on lessons in clear, rigorous measurement.
