Complete lockdown of a country with a population of 1.3 billion was never going to be easy, but it was necessary. Now although the step taken by PM Modi was commendable, I don't think the 5 minutes applause and 9 minutes of lighting a candle or torch were necessary for one reason only which is that in such a big population there will be some people who are not really that educated and they would naively go overboard.
The time is tough for everyone and we should keep the instructions absolutely simple, which is to maintain social distancing.
Any kind of so-called "balcony gathering" would lead to the same results every time.
