This achievement is obtainable during Chapter 4: Protectors Duty. After learning how to craft tar for your sling you will reach the docks and will have to co-operate with a guard to reach the end. Once you have navigated to the end of the dock the guard will confront you, instead of killing him you will need to equip and fire an ignifier shot with your sling and then fire a tar shot which will make all of the rats around flee from the flames and also not kill the guard. Simply run past the guard and to the left, up the stairs and through the door and the achievement will unlock.
