In December 1980 something came down in Rendlesham Forest, between the twin NATO bases at RAF Bentwaters and RAF Woodbridge, where American nuclear weapons were stored on British soil. Deputy Base Commander Lt. Col. Charles Halt walked into that forest with an investigation team and a running tape recorder. What he describes is not a distant light: a hard-edged beam about fifteen inches across came straight down and fell on their feet from less than fifteen feet away, and it did not spread the way light should.
Investigative journalist Linda Moulton Howe walks through her 2009 interview with Halt and the paper trail around it. Multiple objects in the sky at once - at least four, changing from round to elliptical and shifting through red, blue and green. Radio failures across all three frequencies. Reports of a beam going down into the weapons storage area itself. And Halt's own first thought, standing there: how am I ever going to explain this, nobody is going to believe this, this is the kiss of death for my career.
Then the part that is really the story. The next morning Halt handed his tape to his wing commander, who carried it to NATO headquarters at Ramstein. It came back with a verdict - it was a British affair, it happened off base, forget about it - and the tape was handed back with a laugh. Thirty years later Halt went on the record anyway, saying plainly that what he encountered was beyond anything in the inventory at the time and was intelligently controlled.
The conversation ends where the title comes from. Jimmy Carter tried to get to the bottom of it. Bill Clinton tried. Both blocked. So who is actually in control - and why, as Linda asks him, are we living such a lie on this planet?
