These type of hovers are done by using the following steps to quote rosewater: "1. walk at an angle 2. let go of stick 3. first frame he stops (after 2 frames) drop chu and turn a direction 4 backflip (after another 1-2 frames"
This setup is th following:
get in this corner facing staight
1 downroll sideflip hover. Release Z for the rest of the strat.
3 of those "twisted" backflip hovers with walk direction up-left and drop direction down-left.
1 twisted hover with walk direction up-left and drop direction left.
1 easy hover. just drop chu straight and backflip on 2nd dropframe.
