The Games People Play
In this week's podcast, Fairewinds looks at how difficult it is for the public to meaningfully participate in the Nuclear Regulatory Commission's licensing process. Arnie Gundersen was retained by Friends of the Earth to assess major problems at the San Onofre nuclear plant in California that have caused a year long shutdown. Arnie met with the NRC this week concerning his analysis of what went wrong and how the problems were foreseeable. In this podcast, Arnie discusses how the NRC and Southern California Edison deliberately withheld information to make his technical analysis more difficult to accomplish. Fairewinds taped the meeting, so our podcast listeners can hear for themselves the difficulties Arnie encountered and the games the NRC and Southern California Edison played to prevent his participation.

People in northern Japan will file a class action lawsuit next month against the government and the operator of the accident-stricken Fukushima Daiichi nuclear plant.
About 350 residents of Fukushima, Miyagi, Ibaraki and other prefectures will participate in the action against the national government and Tokyo Electric Power Company.
At a news conference on Friday in Fukushima City, their representatives said they will demand that the defendants reduce the radiation levels of the areas where they have homes to those before the nuclear accident in March 2011.
They will also seek some 550 dollars per plaintiff per month in compensation for health concerns and indirect damage to their businesses.
They will file the lawsuit with the Fukushima district court on March 11, the second anniversary of the massive earthquake and tsunami.
The counsel team for the plaintiffs says this will be the country's first such a class action suit asking the defendants to restore living conditions to a pre-disaster state.
A Soma City man in his 50s plans to join the plaintiffs. He says he needs to show that current Japanese politics in which people's lives are measured against corporate profits is wrong.
Izutaro Managi, one of the counsel members, says he wants to clarify at the trial the government's responsibility, as it had been pushing atomic energy as a national policy.

The Pacific Tsunami Warning Center in Hawaii informed Japan's Meteorological Agency of the quake.

Fukushima update for the last week or so...

Meanwhile, Clean up workers are NOT being PAID for the radioactive clean up efforts -.
Is it any wonder they are dumping the waste back into the "system" if they are not being paid to be the "first responders". It has already been postulated that Fukushima Daiichi "crippled" nuclear plant will "run out of workers in FIVE YEARS!... THE Optimistic "decommissioning" schedule was set for FOURTY YEARS. Do the Math. Things do not look good, and the practices being employed at these "decontamination" sites is deplorable. Both from the workers And the people who hire and employ these employees.
Prepping for the "worst case scenario" of a huge quake in Japan, which, I may remind you, has been postulated Sooner than later, does NOT take into account another nuclear meltdown. Simply food, water, etc. WTF!
Moving on, a poll says that 43 percent of people in Japan do NOT want nuclear power in their energy plan. (I'll leave the commentary about THAT up to You).

Almost two years after the awful nuclear disaster occurred, a fish caught near Fukushima on Friday January 18th had a record-breaking level of radioactive contamination over 2500x the legal limit. TEPCO measured 'Mike the Murasoi' at 254,000 becquerels per kilogram (with the limit for edible seafood at 100 becquerels). TEPCO is installing new nets 20km around the Fukushima Daichi site to avoid highly contaminated fish gettig too far and being consumed by other species. While Mike's family are no doubt distraught (at him being caught and being so radioactive), it appears (somewhat disappointingly) that there is no apparent third eye, lazer fins, legs, or other 'expected' 'blinky' malformations.

Three years ago, Fairewinds was one of the first organizations to talk about the "hot particles" that are scattered all over Japan and North America's west coast. Hot particles are dangerous and difficult to detect. In this video Mr. Kaltofen discusses the hottest hot particle he has ever found, and it was discovered more than 300 miles from the Fukushima Daiichi site. If Fairewinds Energy Education was a Japanese website, the State Secrets Law would likely prevent them from issuing this video.Arnie Gundersen will provide a brief summary at the end of the video.

In looking at indoor environments, they tend to be much more contaminated than the surroundings outside. Houses act like a trap and they tend to collect outdoor contaminants. And they expose people as much as 24 hours a day versus consider how short a time most people spend outdoors.
The sample that we got came from the Goya in Japan. It's 460 kilometers from the accident site. That's about 300 miles away
from Fukushima Daiichi.
Let's put it this way. Eighty percent by weight of this particle was made up of pure reactor core materials. So that tells me that something that came directly from the accident, directly from the core, could escape containment and travel a very, very significant distance. The winds will blow it long distances.
this material was in the petabecquerel per kilogram range. The number we're looking at is 4 followed by 19 zeroes -- that many becquerels per kilogram. That's a very, very high number and essentially, that's the kind of number you get when you look at core material.
So essentially what we're talking about is a worst case for black sand. So this material was vaporized during the accident. It condenses into these small particles and then they aggregate.
It is solid scientific material like this that you will not see or hear via traditional news stories, TEPCO, or the IAEA. Fairewinds has long said that there will be significant increases in cancer in Japan as a result of the Fukushima Daiichi accident, and this video describing just one hot particle confirms our worst fears.

These are very complicated issues with a time factor involved, I didn't see any graphics, fancy charts, showing how these drop over time. Not just the temperature or the radiological chance, dangers, but what about earthquakes, anything over a long period of time? So if we move it to dry casks it's going to stick around a long time. If we leave it in spent fuel pools because we're going to move it away soon it's a different calculation.
And Fukushima was mentioned. We're two and a half years away from it almost, and yet you guys don't know what to do about Fukushima. You said that you have people onsite in
Tokyo, and Tokyo's so far away from Fukushima that the Olympics are going to be held there. That's not really onsite. I think you're afraid to go onsite and I don't blame you.
So another point that was raised by a previous public member, Lou Zeller, was that U.S. Senator
Ed Markey just yesterday pointed out the irony to Chairwoman Macfarlane that she joined several people who are in the room today including Robert Alvarez and Ed Lyman, Gordon Thompson who is on the phone, in a January 14, 2003 study, peer reviewed study that actually saw a great cost/benefit advantage to expediting the transfer of irradiated nuclear fuel out of pools into dry cask storage.
We need to stop talking about incremental safety issues, but relook at the whole situation and what is safe for America's nuke waste. We haven't solved it in 65 years!

The Diablo Canyon Power Plant is an electricity-generating nuclear power plant near Avila Beach in San Luis Obispo County, California. After the permanent shutdown of the San Onofre Nuclear Generating Station in 2013 it is the only nuclear plant operational in the state. The plant has two Westinghouse-designed 4-loop pressurized-water nuclear reactors operated by Pacific Gas & Electric. The cooling water is used once and is not recirculated but rather returned to the Pacific Ocean at a minutely higher temperature.

Dark Circle (film) The film closes by highlighting anti-nuclear protest activities directed at the Diablo Canyon Power Plant on the California coast in the USA. The protesters contend, and the movie supports, the assertion that the protests were responsible for delaying the licensing of the Diablo Canyon Power Plant and, as a result of the delay, the uncovering of serious construction errors was made public just before the plant went online and started producing power. Contaminated Water Wrongly Transferred
The operator of the damaged Fukushima Daiichi nuclear plant says highly contaminated water was mistakenly sent to a building that is neither a storage nor processing facility.
At the plant's No.1, 2 and 3 reactors, water is injected to cool melted nuclear fuel. The highly contaminated water is pumped out and sent to multiple storage buildings before it is sent to a processing facility.
Tokyo Electric Power Company officials say that between Thursday and Sunday they found the water level at storage facility buildings has not risen, but rather decreased.
Their investigation found that 4 pumps which were not supposed to be used were in operation.
The 4 pumps sent the contaminated water in a reverse direction, or into the basement of a facility known as the Incineration Workshop Building.
About 240 tons of contaminated water was found at the building.
TEPCO officials estimate that the water contains several million becquerels per liter of radioactive cesium.
The officials say that the contaminated water in the building should not leak outside as there is no direct connection between the basement and the outside.
They are closely watching the changes in the water level inside the building as well as the water quality of the wells in the surrounding area. They are also investigating the cause of the pumps' malfunction.

More Missed Inspections Found at Monju Reactor
Japanese nuclear regulators are investigating more cases of missed inspections at the Monju fast-breeder prototype reactor. It's located in Fukui Prefecture on the Sea of Japan Coast.
The Nuclear Regulation Authority, or NRA, found the lapses during regular safety checks in March.
Officials say at least 9 out of 80 targeted items had not been inspected. These include a temperature gauge and a switch for equipment that powers the secondary cooling pump.
NRA officials also say workers had revised inspection records without taking the required step of informing an in-house panel on more than 240 occasions.
The NRA last year found around 14,000 missed inspections at Monju, including those for critical safety equipment.
Last May, the authority ordered the operator, the Japan Atomic Energy Agency, not to prepare for a restart of the reactor until its safety can be established.
In September, the operator reported that it had completed all inspections.
The prototype nuclear reactor has been mostly offline since a coolant leak accident in 1995 and a fuel exchange device was mistakenly dropped into the reactor in 2010.

Govt. To Set Ratio for Nuclear Power
Prime Minister Shinzo Abe says his government will set the ratio of nuclear power in Japan's energy mix after considering the situation once the reactors are restarted.
Abe spoke to a plenary session of the Lower House on Friday about the basic energy plan approved by the Cabinet earlier in the day.
He said the government's policy is to develop an energy-saving society and introduce renewable energy sources, while reducing dependence on nuclear power as much as possible.
But Abe said that given Japan's increased dependence on natural gas and other fossil fuels, he can't say that Japan will completely abandon nuclear power.
He added the government does not currently have any plans to build any more nuclear reactors or plants. Abe said the focus will be on diversifying energy resources and on how experts will view the resumption of existing reactors.
Abe said the government will set a target for the optimum mix of energy sources. He said the government will do that after looking into the situation regarding renewable energy and its potential, as well as the status of resumed operations at idled nuclear plants.

A group of Japanese researchers are studying fish organs to estimate how long radioactive materials will remain in fish caught in waters off the Fukushima Daiichi nuclear plant.
The researchers belong to the National Research Institute of Fisheries Science in Yokohama, near Tokyo.
They collected organs called ear stones from 30 rock trout and black porgy caught off Fukushima and Miyagi prefectures since last August.
Fish ear stones grow in layers. The researchers say it is possible to pinpoint the approximate time when fish absorbed radioactive materials if the layer containing the elements is identified.
They say they want to determine if the substances are residue from the nuclear accident in March 2011.
The head of the institute's Center for Fisheries Oceanography and Marine Ecosystem, Tomoo Watanabe, says radioactivity levels in fish are expected to decrease if they were caused by the accident.
High levels of radioactive materials continue to be detected in some fish caught off Fukushima Prefecture since the accident in March 2011.
Watanabe says his institute's data could help to decide when full-scale fishing in the area can be resumed.

Scientists have - for the first time - discovered Bluefin tuna that were contaminated by the Fukushima nuclear crisis in Japan last year - swimming off the coast of California. Radioactive cesium ten times above the normal level was found in the fish - though health officials say the levels are too low to be considered a health threat. Then again - no amount of radiation is good for you. Meanwhile - back at the crippled nuclear plant - a bulge was detected in the walls of reactor four - increasing fears that the structure holding tens of thousands of highly radioactive spent fuel rods is not sound. Should the reactor four building give way - it could trigger a nuclear disaster even worse than Chernobyl.

Illegal dumping of contaminated soil suspected
The Japanese government will investigate suspected illegal disposal of radioactively contaminated soil by some contractors in Fukushima Prefecture.
The government commissioned contractors in July of last year to decontaminate housing and other areas of 11 municipalities in the northeastern prefecture.
The Environment Ministry obtained information about some of the contractors working in Tamura City, Naraha Town and Iitate Village.
They are suspected of illegally dumping contaminated soil and vegetation into rivers and not collecting the water used in decontamination.
The ministry's guidelines stipulate that tainted soil should be sealed and stored in places of decontamination work or at initial storage sites. They also require contractors to collect the water used in decontamination.
Violators will be imprisoned for up to 5 years or fined up to 10 million yen, or around 115,000 dollars.
The ministry will question the contractors as early as Monday and look into whether similar violations are suspected in other areas.

New fault found on seabed near Kanto region
Japanese researchers have discovered a new fault on the seabed off Japan's east coast. They say the fault may have formed fairly recently during an earthquake that hit the Kanto region that includes Tokyo.
A group led by Professor Emeritus Takashi Nakata of Hiroshima University located the fault in November, 20 kilometers off Miura Peninsula in Kanagawa Prefecture. They used sonar to survey the shape of the seabed 1,200-meters deep.
The fault consists of a 5 to 8-meter cliff. The sonar identified bulges on the cliff that are believed to have been shaped by the movement of the seabed.
The fault is situated along a trough where an oceanic plate is sliding below a continental plate. The trough is believed to have been the cause of massive earthquakes in the region.
The researchers say the fault could have been formed as recently as 1923 when the Great Kanto Earthquake killed tens of thousands of people.
Professor Emeritus Nakata says the discovery will help in the study of massive earthquakes in the region.

Nearly 2 years have passed since a massive earthquake and tsunami damaged the Fukushima Daiichi nuclear power plant.
But since then, no drastic solution has yet been found to manage the plant's growing amounts of contaminated water.
Each day about 400 tons of underground water has been flowing into reactor buildings since a nuclear accident triggered by the disaster on March 11th, 2011. The water becomes contaminated with radioactive materials.
The tainted water needs to be safely managed after being rid of radioactive substances.
But the volume of the water is continuing to rise, increasing radiation levels at the plant. If it leaks outside, it could contaminate the environment.
The plant's operator, Tokyo Electric Power Company, initially aimed to start operating a new water treatment facility last September.
It's designed to remove 62 kinds of radioactive elements from the contaminated water, including radioactive strontium, which could not have been removed before.
The facility has been already completed, but TEPCO is significantly delaying the start of its operation.
That's because containers to store radioactive waste from the facility were found to be of insufficient strength. The government is requiring Tokyo Electric to conduct additional tests and to strengthen the containers.
TEPCO says it wants the facility to begin operating as early as possible this year. But no clear date has yet been set.
The company plans to pump underground water to prevent it from flowing into reactor buildings. It will also install steel walls underground to block contaminated water from leaking into the sea.
TEPCO is also facing a series of problems with a currently operating treatment facility.
Glitches have frequently forced the utility to halt the facility. TEPCO also discovered contaminated water leaking from the facility.

Abe had earlier hinted that he was open to reversing the previous government's stance on nuclear energy and may allow construction of new nuclear plants.
He said on Friday that his government will naturally make decisions in line with its policy of reducing Japan's dependence on nuclear energy. Abe said the government will monitor the risks Japan could face in securing global supplies of fossil fuels. He said it will also verify the Fukushima nuclear accident and check progress in nuclear safety technology. He said deciding whether new nuclear plants can be built will take a certain amount of time.

Tokyo Electric Power Company plans to start removing spent fuel rods from the crippled Fukushima Daiichi nuclear plant this year. It will be the first major step in a decommissioning process that is expected to take 40 years.
Govt. to speed up post-disaster reconstruction
Prime Minister Shinzo Abe says he will boost the powers of the Reconstruction Agency to slash bureaucracy and speed up reconstruction of Japan's disaster-hit northeast.
But doubt remains about how the agency will coordinate with other ministries and agencies in carrying out the complex task.

Wow. Just Wow. Let's see how close these "active" faults or fissures or landslips can come underneath or directly beside these nuclear facilities for Japan to say they are "active" and thus a problem. Obviously, nobody is allowed to build a nuclear facility on top of an "active" fault, but HELLO, the Plants are ALREADY BUILT on the most actively seismic zone in the world. Some liken Japan's land to be like Tofu.
So Far, there are Ohi (currently running) nuclear reactor, Tsuguga nuclear power plant, and Higashidori, all with "probable active" faults under them. And the NRA has not checked any of the Other facilities yet. So, that makes 3/3 facilities, some with multiple faults under them. Meanwhile, new PM Abe wants to build more nuclear reactors in Japan.
Abe then visits the workers at Fukushima Daiichi and tells them that the recovery of Japan depends on their work and REBUILDING FUKUSHIMA IS A PRIORITY? WTF?! DO YOU SEE ANYONE REBUILDING CHERNOBYL? INSANITY. ABSOLUTE INSANITY.

There simply is no sure solution to keep this material out of the biosphere for hundreds of thousands of years. Up to the first 19 minutes, Arnie talks about Vermont Yankee, and other plants in the United States and the 23 other GE Mark 1 reactors "at risk" here in the USA. The history of Yucca Mountain as a storage sight. And also, the new possibility of a permanent storage of nuclear waste in, perhaps, Vermont.
After 19 minutes or so, Arnie Gundersen talks about how Japan has half of one percent of the land mass, and TEN percent of all earthquakes. Enough nuclear waste in Just the Spent Fuel Pools in Fukushima to equal ALL ATOMIC WEAPONS TESTING OF 700 NUCLEAR BOMBS in all the world. Should the SFPs collapse, or have a crack in the already fragile concrete holding up the SFPs (because of the salt water used and added to the SFPs), it would "cut Japan in Half" and render parts of Japan uninhabitable for centuries... The only hope is for TEPCO to put the Spent Fuel into Dry Cask Storage, but TEPCO continues to drag it's feet.

In this week's Fairewinds podcast Arnie Gundersen discusses recent problems at two nuclear reactors and how the NRC is failing to enforce its own laws governing those reactors. Gundersen discusses nuclear containment problems at the Ft. Calhoun reactor near Omaha and accident release rates at the San Onofre nuclear plant south of Los Angeles. In both cases, the NRC seems willing to ignore its own regulations and allow these two damaged reactors to restart.

Arnie Gundersen discusses TEPCO's latest analysis that, almost two years after the accident, fully substantiates Fairewinds long held position that the explosion at Fukushima Daiichi Unit 3 was the result of a detonation shock wave. I beg to differ with Gundersen's "Fix" on the nuclear plants with submersible pumps. Stop pushing the "fix" of these Nuke Plants, please Arnie. Please, instead, push for the Shut Down of these plants. It's abundantly obvious these old reactors are in their Fail Cycle of life span, and in many/most cases, have exceeded their usable life. Now... Shut them Down! And: Figure out what the Hell to do with all the damn Radioactive Waste!
Think about All the plants in Japan that have Big Problems looming ahead of them (not to mention all the other nuke plants in the world!). Japan's best bet is to let them sink into the Pacific Ocean... and call it "fixed"?

Quake-caused subsidence spreads
The Environment Ministry says nearly 6,000 square kilometers of land across Japan have subsided by more than 2 centimeters in the last fiscal year.
The figure is about 1,000 times greater than in the previous fiscal year that ended March last year, and the largest-ever since records began in 1978.
Municipal organizations that extract underground water assess land subsidence on a regular basis.
About half the 30 tested areas in 20 prefectures were recorded as sinking more than 2 centimeters. This level is judged to have a potential impact on buildings' stability.
The ministry says Kesennuma in Miyagi Prefecture sank deepest by 73.8 centimeters, followed by Ichikawa in Chiba by 30.9 centimeters. Tsukuba in Ibaraki sank by 15.2 centimeters.
Seven areas subsided by more than 10 centimeters. These lie in Tohoku, and in the Kanto region that includes Tokyo.
The ministry officials say the subsidence is attributable to last year's March 11th earthquake. They have expressed concerns over the spread of subsidence and further damage to buildings.

among today's topics, Arnie discusses 9 Mile Point BWR (like the reactor at Fukushima Daiichi - you know... the ones in full meltdown). The Fitzpatrick nuclear power plant. Yes, also like the Fukushima Daiichi meltdowns. A 4 inch crack inside containment with rust dripping out. Not Tested to check for containment until After the crack was repaired.
Beaver Valley - a 2 inch hole inside the containment. Again, the NRC did not check containment before the hole was repaired. In Virginia, and again in Florida - Turkey Point, leaks in containment. May I just say, if there is a leak in containment, it is NOT CONTAINED.
Next, Arnie discusses loss of ultimate heat sync - again ignored by the NRC.
The Sequoia plant in Tennessee - emergency raw cooling water to diesels - building not water tight and the water could overwhelm the service water pumps.
2 NRC dudes per 1000 workers... the workers are expected to self report problems in a nuclear plant. As we've heard over and over again, the workers are also threatened if they Do reveal a problem, so it's kind of a catch 22.
The design basis for flood was to the OLD basis standards, too. The NRC is ignoring flooding of the cooling pumps designed to cool the reactors.

Plant operator Tohoku Electric Power Company has argued that the shift in the strata was formed after soil in the ground absorbed water, and that it was not the result of seismic activity.
The experts say they cannot deny the possibility that the 2 faults are active, and that they can reach a conclusion without additional surveys.
Shimazaki says everyone on the team shares the same view and that they will discuss the matter next Thursday.
The experts also call for inspections on faults in and off Shimokita Peninsula, where the Higashidori plant and other nuclear facilities are located.
Tohoku Electric says the faults are not located directly beneath the reactor or other key facilities at Higashidori.
But if the nuclear regulator determines that the faults are active, the operator will have to review its earthquake-resistance measures and possibly close the plant.
The plant has been offline for regular safety checks.

US and European experts on Friday offered advice to Japan's nuclear regulator about enhancing nuclear safety in the wake of last year's Fukushima accident.
Japan's Nuclear Regulation Authority met for the first time with 3 foreign experts in the field.
Richard Meserve, a former chairman of the US Nuclear Regulatory Commission, said that staff members must have technical expertise if they are to effectively enforce regulations. He said it is necessary to continuously assess their levels of expertise, and hire foreign staff if necessary.
Andre-Claude Lacoste, a former head of France's nuclear safety authority, pointed out that nuclear plant operators in Japan only implemented the safety measures that were legally required.
He said it is very dangerous for plant operators to think that all they need to do is follow state regulations. He said it is important to establish a system under which plant operators are encouraged to voluntarily enhance safety.
Chairman of the Nuclear Regulation Authority, Shunichi Tanaka, said he is not satisfied with the safety awareness level of plant operators in Japan. He said he wants to promote Japan's own safety measures by listening to the advice of foreign experts.

The operator of the Tsuruga nuclear power plant on the Sea of Japan coast has asked a nuclear regulator to explain its assessment that faults running under one of the facility's reactors may be active.
Japan Atomic Power Company on Tuesday sent an open letter to the Nuclear Regulation Authority, saying its assessment is beyond comprehension.
On Monday, an NRA expert panel concluded that so-called crush zones under the Number 2 reactor of the plant in Fukui Prefecture may be active faults.
The firm asked the authority why it concluded that the nearby active Urasoko fault and a fault called D-1 that runs beneath the reactor could move together.
The company's Vice President Hiroshi Masuda said he understands that the authority makes judgments based on science, and that he hopes it will provide scientific responses.
A senior official of the NRA secretariat says the authority will examine the letter and respond.
Government guidelines prohibit building key nuclear power facilities over active faults. If fissures lying beneath the Tsuruga plant's reactor are officially determined to be active, the plant may have to be scrapped.

Japan, Belarus to sign pact on nuclear disaster
Japan and Belarus will conclude a pact that helps the 2 countries tackle problems caused by nuclear accidents. Both are still suffering from the aftereffects of nuclear disasters.
The pact will be signed this week. The Japanese government initiated the move after last year's accident at the Fukushima Daiichi nuclear plant.
Belarus was severely contaminated by fallout from the 1986 Chernobyl accident in Ukraine in the former Soviet Union. The country is located to the north of Ukraine.
It's expected the agreement will call for exchanges between experts from the 2 countries who would conduct surveys of the accident sites.
It would also enable both nations to share information on the impact of radiation exposure to health, and soil contamination issues.
In April, Japan signed a similar pact with Ukraine.

More nuclear power plants could be found to be sited over active fault lines as the Nuclear Regulation Authority (NRA) conducts safety reviews of facilities, experts say.
A panel of specialists with the NRA concluded on Dec. 10 that a fault line extending from below the No. 2 reactor at the Japan Atomic Power Co.'s Tsuruga plant in Tsuruga, Fukui Prefecture, is active. The reactor is likely to be decommissioned, along with the nearby No. 1 reactor.
The conclusion suggests, the experts say, that construction of some nuclear plants was approved despite insufficient data that electric companies provided or due to lax oversight of the authorities.
The Tsuruga plant is one of six sites that were ordered in August by the Nuclear and Industrial Safety Agency, the NRA predecessor, to have geological fault surveys conducted.
The authorities said that the six plants should be re-examined for possible active seismic faults in and near the facilities, saying there was not enough data showing otherwise.
The other five sites are: Kansai Electric Power Co.'s Oi plant in Fukui Prefecture; Hokuriku Electric Power Co.'s Shika plant in Ishikawa Prefecture; Kansai Electric's Mihama plant in Fukui Prefecture; Japan Atomic Energy Agency's Monju prototype fast breeder reactor in Fukui Prefecture; and Tohoku Electric Power Co.'s Higashidori plant in Aomori Prefecture.
Two of the four reactors at the Oi plant are the only two of the nation's 50 commercial reactors currently online.
Reactors and other crucial facilities are not allowed to be built above an active fault under the government's 2010 quake-resistance standards for nuclear power plants.
Apart from the Tsuruga plant, many seismologists and geologists argue that a reactor at the Shika plant also sits on an active seismic fault.
There remains a sketch of a fault line extending below the No. 1 reactor at the Shika plant. It was produced by Hokuriku Electric in a geological survey when the utility applied for the installment of the reactor in 1987.
But authorities AT THAT TIME determined it was not active.
Some experts, however, pointed out at a meeting of specialists at NISA in July that it was a "classic" example of an active fault.
Hokuriku Electric is conducting an additional study of the fault, but the study has been delayed.
Authorities have been reviewing existing geological data on the grounds and areas surrounding nuclear plants that were provided by the plant operators. The review was prompted by last year's Great East Japan Earthquake, which set off a triple meltdown at the Fukushima No. 1 nuclear power plant.
An on-site inspection of the Shika plant by an NRA team is expected next year.
If the fault is assessed to be active, the No. 1 unit could be asked to be permanently shut down.
At the Mihama plant and Monju fast breeder, an active fault, Shiraki-Nyu, runs in the vicinity.
Experts say faults known to be situated underneath the reactors at the two facilities could move if the Shiraki-Nyu active fault slips.
The operators are conducting a study to come up with more data on the suspected faults.
At the Oi plant, an emergency water intake channel, which is crucial in responding to a nuclear accident, is situated above a possible active fault.
It is expected to take months for the NRA to come to a conclusion. Additional surveys, including drilling, are expected to take place.
If a fault is found to be active, the plant must be shut down to allow work to relocate an emergency water intake channel.
But many experts say that the reactors will not need to be decommissioned simply because of that.
A separate NRA panel is expected to conduct an on-site inspection of the Higashidori plant on Dec. 13-14.
Tohoku Electric says no crucial facility sits on a fault that some specialists suspect is active.
If the fault is assessed to be active, a review of safety checks will be needed to evaluate if the plant is quake-resistant before it can be restarted.

What Are The Consequences Of Siting A Nuclear Plant In a Seismically Active Area?

Not only did Fukushima Daini have increased pressure in the containment after the 7.3 earthquake a few days ago, Gundersen says that Fukushima Daini (Not Daiichi) has suffered core damage from the March 11, 2011 earthquake. We are also not being told about Fukushima Daiichi reactor 5,6 (AMONG a LOT of other things they are NOT talking about).
Gundersen says that Fukushima Daiichi unit 3 is more likely to collapse than reactor 4, but the consequences of number 4 collapsing is more catastrophic because of the Amount of spent fuel in the SFP..
Japan is only 0.5% of all the land mass in the world, yet has TEN times as many earthquakes as anywhere else. Because it's so mountainous, the people tend to live near the coast line - where the Nuclear Power Plants are.
Q: Why are they putting the covers over the damaged nuclear plants?
Most likely, the fuel racks are damaged. The spent fuel rods are brittle. More "junk" probably fell into the spent fuel pools, making the rods harder to remove. Because the rods are so brittle, TEPCO will expect there to be gaseous release of radiation. Now the SFPs have a lot of boron in them along with Salt water - causing chemical reactions.
We know the fuel is damaged in these SFPs because the water is highly radioactive, thus the fuel bundles are damaged... fuel rods most likely cracked (called a weeper).
One bundle of 8x8 fuel rods weighs about 1000 pounds. Wow, it's a long road ahead, that is for sure!

The NRA Chairman Shunichi Tanaka said the body cannot give a permit to restart the plant's reactors, which have been off-line since last year's nuclear accident at the Fukushima Daiichi power plant.
This comes after NRA official Kunihiko Shimazaki and 4 other experts carried out an on-site inspection earlier this month to see whether crush zones under the Tsuruga plant are actually active faults.
The Tsuruga plant sits near the major Urasoko Fault. The team conducted a boring survey on Urasoko Fault and a fault called the D-1. The D-1 Fault branches out from Urasoko and runs directly beneath the Number 2 reactor.
The experts said the Urasoko Fault is active and its possible impact on the fault under the plant in the event of an earthquake cannot be overestimated.
They said that the stratum deformation found near the D-1 Fault was caused by forces similar to those that cause the Urasoko Fault to move.
State regulations prohibit building nuclear reactors above active faults. Tanaka expressed readiness to convene a NSA meeting to hear opinions of members on what to do.

They confirmed that the Urasoko Fault is active. They also found stratum deformation near another fault, called D-1, which runs DIRECTLY BENEATH the Number 2 reactor. After the earthquake occurred at 5:18 pm on December 7, 2012, we have conducted checkups at the Fukushima Daini Nuclear Power Station, and have found there was no problem. Since we had found positive pressure in the reactor building of Unit 1, we have started Stand by Gas Treatment System* (the pressure was 0.05 kPa at that time of the start), and confirmed negative pressure in the reactor building. The negative pressure has been kept currently. We will conduct inspections for the cause of this matter. The fluctuation of the monitoring post readings is being maintained within the range of normal fluctuation before and after the earthquake and currently no radiation impact to the outside of the power station has been reported due to the earthquake.

in Fukushima II (Daini) Nuke Plant, the pressure inside the Reactor 1 building rose a little. At 5:20PM, workers lowered the pressure by manually operating [the system that] pumps out the air. US conducts atomic test amid global urge for nuclear disarmament
The US has conducted a nuclear test in Nevada to examine the effectiveness of its atomic weapons stockpile amid the growing global urge for nuclear disarmament.
The US Energy Department announced that the Wednesday nuclear test was aimed at providing "crucial information to maintain the safety and effectiveness of the nation's nuclear weapons."
The subcritical experiment, known as Pollux, was conducted by the staff from the Nevada National Security Site, Los Alamos National Laboratory and Sandia National Laboratories.
Subcritical nuclear tests examine the behavior of plutonium when shocked by forces produced by chemical high explosives.
According to UN figures, the US, which is the only country that has ever used atomic bombs against human beings, has conducted 1,032 nuclear tests since 1945.
The Nevada experiment has drawn sharp criticism from the Japanese city of Hiroshima, as the first victim of atomic weapons.
"I wonder why [US] President [Barack] Obama, who said he would seek a nuclear-free world, carried out the test," Hiroshima mayor Kazumi Matsui told reporters.
"I wish he would take into account the feelings of the people of Hiroshima when making policy decisions," he added.
Hiroshima was devastated on August 6, 1945 after the US B-29 bomber Enola Gay dropped an atomic bomb on the city, killing an estimated 140,000 people instantly or gradually from radiation sickness and cancers. Three days later, another atomic bomb was dropped on Nagasaki, killing more than 70,000.
The nuclear radiation emitted following the blasts continued to claim thousands of more lives over the past decades.
"It is depressing that the United States cannot understand how atomic bomb survivors feel, despite our repeated protests," said Secretary General of the Nagasaki Atomic Bomb Survivors Council Hirotami Yamada.
The Wednesday experiment "is proof that the United States could use nuclear weapons anytime. Such a country is not qualified to be a world leader," he noted.

(naturally TEPCO is downplaying that TOO). But it's a F#n Domino Effect. They are Very close to one another (Fukushima I - Daiichi and Fukushima II - Daini.

Have you ever wondered when they ripped down the top floor of SFP#4 in such a hurry, they were not concerned about getting debris into the SFP? Just saying... Perhaps, TEPCO & Japan has been showing a dog and pony show, knowing SFP#4 is ruined anyway, and will blame the next "incident" for the inability to retrieve the fuel rods from the pool. Just throwing that out there for though.
You can also see the actual readings of radioactive fallout with the help of universities in Japan in the early days following March 11, 2011.

According to Gundersen, the five problems with nuclear power in 1942 that remain true today are: Secrecy controlled by the nuclear priesthood; Financial subsidies that could have been spent elsewhere; Waste heat discharged into rivers; Decay heat that continues even after a nuclear plant shuts down; And, finally, high-level waste that must be sequestered for a quarter of a million years.

The questions are quite varied. Beginning with a question about DU (depleted uranium) munitions and "low levels of radiation". At about 3 minutes into the video, John Bolenbaugh,a whistle blower for Enbridge oil spill in Kalamazoo Michigan has a chance to ask Gundersen some questions about how to help whistle blowers, noting that someone from a nuclear plant somewhere in Michigan is ready to blow the whistle. I'm not sure why Arnie said he KNEW the first day it was a Meltdown, when in fact he did not ever say that in public, that I am aware of. There were various questions. Talk about Yucca Mountain and how to store the spent fuel. Alice Stewart - the book The Woman Who Knew Too Much (first person o study low levels of radiation) Talk about the Kiwane plant in Wisconsin shutting down due to costs. Also, possibly Oyster Creek, Vermont Yankee, and another one in Quebec to be shut down. Note at approx 25 minutes, Gundersen Dodges the question about US Water and Air testing (!) I didn't hear him answer it, did you? Gundersen goes on to say that in Seattle, tests have shown that about 10 hot particles PER DAY were breathed in in March, April, and May (2011). He is VERY worried about Pacific Fish - the top of the food chain... but insists that ground contamination in the United States is no longer a worry to him. (words to that effect). Then, at the end of the video (about 28 minutes into it) - Gundersen says that about a million cancers will probably result of Fukushima, noting that 40 percent of the children from Fukushima already have thyroid noduels - that probably lead to cancer. Gundersen bases his findings on Steve Wing's studies.

On December 2, 1942, an experiment at the University of Chicago led by Enrico Fermi produced the world's first human-made sustained chain reaction, and launched the Nuclear Age. The Nuclear Age has not been kind to everyone -- beginning with the people of Japan. The Faustian bargain continues to this day -- with the Japanese again becoming nuclear victims after Fukushima, and the world threatened by the continued presence of both nuclear weapons and nuclear power radiation releases and wastes.
Building on the observation of previous conferences first 40, then 30 years ago, this Conference notes that to this day, not a single ounce of radioactive waste has been permanently disposed of in an environmentally responsible manner. And it bears witness to those fellow humans to whom the Nuclear Age has been less than kind.
