Long Story about this part:
Premiere has been glitching so fucking much these days.
I had to completely re-do this lip sync, because there was a corrupted file in the sequence that had it in, but the program crashed every time I tried to get into it.
As I was making the specific mouths (the "L"s, and "TH"), it was slow as fucking molasses. Earlier tonight, I had to re-add the amtlib framework file because adobe deleted it for some reason, and that ended up fixing the lag issues.
Then before I tried to export this preview, i kept getting render errors, and it took me over an hour to realize i just needed to replace the source file AGAIN.
