The Space Marines of the Horus heresy are touted as some of the most hardened killers in all of human history. But their numbers were depleted swiftly in the conflagration of the rebellion on both sides. As time went by, the legions, both loyalist and traitor, had to gain fresh recruits fast.
So they cut corners and created the Inductii.
