This is my second character of Scourge League, a Brain Rattler Battlemage Inquisitor running blade vortex and tornado with full physical to lightning conversion.

Tornado is a new skill added in 3.16 that deals physical damage hits every 0.25 seconds, and can also be hit with projectiles to power it up. However, the projectile mechanic is a bit clunky to use and I decided I wanted to just build around the base physical damage. Since Tornado scales almost identically to blade vortex, they were a great fit to use together.

Brain Rattler gives us 50% phys to lightning conversion, some lightning penetration, and huge shocks, as well as slowing enemies (which stacks with Tornado's slowing effect). Combined with phys to lightning support we have full lightning conversion and are able to take full advantage of elemental overload and the new lucky non-crit lightning damage mastery.

We use Doryani's Prototype body armour to set enemy lightning resistance equal to our own, then use scourged items to make our lightning resistance as low as possible (up to the limit of -200%). Items like malachai's artifice ring, immortal flesh belt, and thread of hope are all great ways to achieve negative lightning resistance.
