Kelowna RCMP are investigating a targeted attack on a 13-year-old in Kelowna girl, which was recorded and widely circulated on social media. Police say the attack was witnessed by approximately 30 youths, and they have arrested three of the alleged aggressors and released them on "strict conditions."
