Please note that the MindsEye's story mode is better. The developers have only focused on it. Free roam and NPCs are not their main concern up to now. Anyway it's recommended to play it if you focus on the story line, This is not an openworld, explorable game. You can't get into all vehicles, you are given a specific vehicle(s). The free roam mode does not allow you to do literally anything but exploring the city with your own vehicle. So not a good openworld game. But definitely has a good story and gameplay.
