These are IPS files and will be needed for patching the original ROM. I can't tell you where to acquire that, but I'm sure you can find it if you Google it.

You can buy a physical copy of Street Fighter II on the Sega Master System but it has crept up in price quite significantly over the last few years. It was released exclusively by Tectoy in Brazil only and is itself a hack of Game Gear game originally.

I recommend emulation if you don't own a copy and as ever use SMSpower.org for all your master system news and questions. Failing that you can find me on Twitter.
