Portal based guardian farms have been around since the aquatic update (1.13), but if you play on a server then they won't work if any other player is in the nether and more than 128 blocks away from your portal. But you can build a 1-dimensional farm with just a few blocks more that works reliably on a server. The rates of a 1-dimensional farm are worse than the rates of a portal based farm, but still pretty good.
In fact I will show you 2 such guardian farms: One that uses scaffolding and can be built in less 20 minutes, assuming you have the materials ready. It produces about 7500 drops per hour (prismarine crystals, shards and raw cod), and you could build it even without killing the elder guardians because you can break scaffolding with mining fatigue. However, it does not produce any ink sacs. The other farm has a higher efficiency at 13000 drops per hour and also produces a about 400 black ink sacs for dark prismarine, but will require a few more resources and it takes about 40 minutes to build. You don't need scaffolding for the second farm, but it helps to have a couple of stacks for the AFK spot. For both farms you'll need a few potions of invisibility, and potions for water breathing are strongly recommended even if you have respiration on your helmet. Apart from that the farms need only very basic materials.
The designs are not revolutionary, and similar farms have been around for a while, but it turned out to be hard to find good resources for strictly overworld farms so I made this video.

The mods for free cam and spawning spheres are Tweakeroo and MiniHUD, both client-side fabric mods that you can use on any vanilla server. Carpet mod is used to count items but not required for the farm.
