Stage 3 Music to the PC Engine port of 1943 Kai.

The list of composers for this game are Manami Matsumae, Takashi Tateishi, Junko Tamiya, Hiroshige Tonomura, Tamayo Kawamoto, and Harumi Fujita, though I have no idea which one actually composed this particular one. And I also have no idea who arranged the soundtrack on the PCE hardware (the list of composers assumes the arcade version, of course.)
