You might be able to park the Hydra here during HC and keep it spawned until you need it after Beat Down.
Timing should be relatively tight since "interesting vehicles" (player's vehicles) become "uninteresting" 3min after exiting them (while inside an interior, it waits until you exit it).
Parking can be more aggressive - despawn area:

Start Learning to Fly and take an om0 call.
Hold N or Z (left or right d-pad) to "freeze" the lesson screen. Pressing the opposite d-pad/analogue stick "button" "un-freezes" (with N that is D or Z, with Y it is A or N).
Re-gain control over the camera by entering and exiting the tower. I have never tested whether that works without "un-freezing". Hence Learning to Fly, it might be easy. I just use a teleporter. :P
Note: Driving school teleports CJ into a place he cannot escape without teleporting. Boat school is far away from any entrance (this would need to be confirmed, I just looked around).
What does not work: Dying gets rid off the uniform, [I suppose] all menus [food menu for example, also: exiting your wardrobe room) unload text stuff, causing a crash.
Fly to Valet Parking with your mouse (remember the stuff about pressing A/D from earlier).
Enter the restaurant.
Start a lesson and exit Learning to Fly.
Fix world visibility by entering and exiting the tower - this time it is easy.
I start Bloodbowl with a timer from Trucking ("deliver until" is actually a timer, it is not about time on the clock). The result is (for some reason) a count-up timer. This overrides the countdown timer from Valet parking.
I suicide to fail Bloodbowl but passing also works (I tested it - though I did not make sure that both instances passed). It comes with a random crash risk, though, when the game displays two result screens.
Then I get rid off the glitched parachute. ^^ When you have a parachute and die but get to keep your weapons, the parachute becomes useless.
Next I need a way to teleport out of buildings, so I talk to the gym guy in the SF gym.
Now I start Valet parking. When I enter the building and find a way out without ending up in the area around Valet parking, I avoid failing it ("you went too far away" or something).
Next, I start some mission and take off the uniform to fail it.
To get rid off the timer, I start Trucking again and enter the truck.
In the next "part", I show that you can "pause" the Valet timer with Trucking. Start Valet Parking, teleport out, start Trucking, get into the truck. The timer is paused.
When you destroy the truck (fail the mission), the timer is resumed. This gives you a second mode to fail Valet parking for when you cannot take off the uniform for whatever you want to do.
Apparently, you start every Valet level with 2min but ofc you can increase it by parking vehicles. This is very boring, so better play around with timers and see whether you can get what you want. ^^
Hold F when the Ice Cold Killa text appears to pass the mission. Most likely your timing needs to be just that precise (500ms window), should be fine, though.

You can also record a replay at the very start of ICK. It contains the Broadway (I have confirmed it with my tool). So you can create a save right before ICK and then quickly load it later to create a Broadway replay.
Hold om0 call, take it in the little cutscene you get immediately after entering the trigger where CJ walks towards the club/house/whatever. Shoot to skip one dialog line. The call counts as "not answered".

Enter a crane during the conversation
4) Save and reload (0:15)
- Save with a call ready (call timer above 15s) and a wanted level to block calls.
- Take the call.
--- If you get the TT call, load the save.
------ You probably need to aim to block calls for a bit after loading to not get the same result every time. To-do: Test that.
5) Take call during Bike School and cancel Bike School 0:35
6) Hands-free call via teleporter 0:40
- Go into the tower doors holding a call.
- Take it during the fade, resulting in a hands-free call.

- hold w to avoid talking to him again
4) drive throwaway car to mod shop
5) hold call (0:30)
6) buy something (hydrolics or bass boost, whatever is available)
- this avoids accidentally buying stuff later (since you cannot buy it twice)
7) accept the fight with Y (yes) (0:40)
8) talk to the guy again
9) drop call, leave gym (0:54)
10) unblock calls by entering/exiting crane (1:00)
11) set om0 by declining the fight with N (no) (om0 call) (1:10)
1) Hold om0 call (0:10).
2) Talk to the gym guy (0:15).
- Talk to him.
- Hold W.
- Drop the call.
* Holding W avoids talking to him a second time (only stopped CJ can talk to him) which would take control away from CJ.
3) Get another call (0:26).
4) Get clothes menu (0:30).
- Calls are blocked from this point on.
5) Accept the fight.
- You win instantly. I don't get a lesson because I have already watched it.
- You cannot leave the gym at this point.
6) "Unlock" leaving the gym.
6.1) Do step 2 (0:35).
7) Leave the gym.
- Probably you can just do a 180 after talking to the guy, do one jump, turn 90°, walk. Untested, I just teleported. ^^
8) "Unblock" calls by entering and exiting a crane (~ 0:40)
9) Get om0 call (~ 0:45)
- Hold a call.
- Reject the fight.
10) Start 555 with om0. (~ 0:50)
- Set om0 by dropping the call in the cs (for example).
* CJ must not stand in the mission trigger to avoid duping (like for om0 Jizzy).
In the final cs I try to keep the Valet uniform by abusing the feature where the game saves and restores clothes while menuing. I don't know how it works.
It is easy to accidentally buy something or leave the menu. *Releasing* sprint or enter/exit changes the menu.

6 demos showing different facts:
- killing the guy at all is necessary (else it even crashes)
- starting FF soon after killing him (recommended way)
- starting FF later than you should - still fine, the result is exactly the same
- what happens if you are still too late despite the window of opportunity being to large (untested on console)
- what happens if you are too late.
- the safe strat: you park on top of the last enemy and start FF. That kills him for some reason. ^^
Invalid opcodes executed at the start of the instapass:

Those are all harmless: they are almost ignored.
I do not have absolute certainty that this wait offset is not in a sub-routine. Then there would likely be invalid opcodes at the end which might crash on console. This is quite unlikely, though, I looked at the code and I watch the instruction pointer.
I do not know if the "too late" version is safe on console.
