It started after installing a rebuilt 4R70W transmission in our 2003 Mercury Marauder. Upon testing, it could get all available gears, but the speedometer was very erratic (wacky).
Thankfully, we didn't try to go down the false path of replacing the PCM. As it turns out, RockAuto and some other places sell 2004+ OSS units, saying that they will fit a 2003 4R70W. Well, they fit ... but they don't work. In 2004, Ford went to the 4R75 transmission, which uses 24 lugs to activate the OSS rather than the 6 holes used for the 4R70. Because the radius of the output ring gear in the 4R70W trans is smaller than the outer dimension of the lugs in the 4R75, the latter trans had to have a shorter OSS. Being sold a 2004+ (4R75) OSS advertised as a 2003 (4R70) OSS turned out to be our root cause of this issue.

The wiring was actually easier than expected, but we had a very difficult time with motor placement. First, we had to find a 1963-65 Fairlane wiper motor mounting plate (our 2-speed '62 Meteor plate didn't fit the new truck motor. And we needed a 1963 or later single-speed lever arm to go on the motor.
Even then, we struggled with motor placement. The motor was sitting too close to the driver's side wiper pivot point, so that the link bar was too long to fit. So, we had to move the motor mounting plate down and away from that pivot point.

(LN7 is like the Ford EXP.) This had several bad effects. I had to hook up a start button and a kill switch to start and stop the engine. And, because the ignition was stuck in the "run" or "on" position, I had to disconnect the battery every time I parked the car, or it would discharge.
Additionally, the part of the rack that remained would sometimes cause the steering to lock whilst I was driving. This was an unpleasant thing.
So, here I show the replacement of the rack, using the nearest one I could find. Here's what I did: I installed a new thermostat, new radiator, and added an auxiliary cooling fan, which can be activated by flipping a switch on the dash. This video shows the aux fan installation. It is a pusher fan, which means it blows through the front of the radiator rather than pulling through the rear. The stock puller fan is still in place.
