After some coordination, we were able to schedule a day last weekend to go up in a bucket truck and remove the bottom damper plate. While the siren isn't fully functional (no fire signal), it is now at least sounding at full volume. We are arranging a day in the future to let the siren run a full test using all three signals, so we can assess the AF timer and RCM, and the possibility of sourcing parts for the bottom damper to make this siren fully functional again.

The Canon Vixia RF800 is a great low budget camera that can film 1080P 60FPS video, and has great audio. Not a great camera for stills, but gets the job done. The Nikon B600 costs quite a bit more, but takes amazing stills and has great video quality. I should note that the audio quality on the B600 is far worse, so a separate audio recorder is necessary. A good fairly low budget recorder is the Sony ICD PX-470. You can adjust the settings for whatever distance you are from the siren, which makes a great recorder for ambiences, and for close up audio. About a decade ago, when Tooele county removed half of their system, they donated a few units to Woodland Hills in neighboring Utah County. They use a similar testing pattern to Tooele County, except with a Utah county voice message, and a 3 minute test duration.
