I'm giving my WTF cat and crew the day off today.Tritium tainted groundwater expands at plantThe operator of the crippled Fukushima Daiichi nuclear plant says it has found rising tritium levels at a monitoring well near a wastewater storage tank.One of the storage tanks leaked more than 300 tons of highly radioactive water in August. The water is likely to have seeped into the soil.Tokyo Electric Power Company has since increased the number of monitors to check radioactive materials in groundwater near the tank.The company says the level of radioactive tritium at one of the wells rose to 64,000 becquerels per liter on Tuesday, more than twice the reading the previous day.The well is located 20 meters north of the leaking tank. Engineers checked soil taken when the well was dug and found beta radiation of 0.1 millisieverts an hour.Beta rays are kind of radiation emitted from tritium and other substances.The operator suspects the leak is spreading but says it doesn't know why as the well is not located near to the groundwater flows. It says most of the contaminated soil around the tank has been removed.The company initially planned to pump up clean groundwater and release it into the ocean before it passes through heavily contaminated reactors buildings. The finding that the groundwater is already tainted before its reaches the buildings may hamper that plan.Sep. 11, 2013Tainted water may be leaking near No.2 reactorA nuclear expert says radioactive groundwater at the crippled plant in Fukushima is likely still flowing into the sea.Attempts by Operator Tokyo Electric Power Company to stop the water appear to have had little effect.The utility admitted the leak in May after detecting high radioactivity at some of the wells between reactor facilities and the sea, as well as the plant port's water.Head researcher at the Japan Atomic Energy Agency, Seiji Takeda, says levels of radioactive tritium in water samples from the wells and the nearby sea suggests the groundwater is to blame.Takeda says tritium, which resembles hydrogen in character, moves with water and can be used to track water flow.He noted that water samples taken in these wells at the sea side of the No. 2 reactor are showing higher levels of tritium compared to wells in surrounding areas. The wells are close to an underground tunnel also between the reactor facility and the sea.From these reasons, he suggests the tunnel is one of the main sources of the contaminated water. He says the water is most likely flowing fairly quickly into the sea through pebbles inside the tunnel.The operator has been solidifying the embankment to plug the leak. We started the year with 104 nuclear power plants and now we're down to 99. We lost the Kewanee plant, Crystal River 3, San Onofre 2 and 3 and just last week the Vermont Yankee plant announced that it was shutting down.AL: Quite a few nuclear plants are starting to shut down because they, too, are uneconomic to operate. They can't compete with the wholesale power price and that's regardless of what they may have cost to build originally. Because that cost is already sunk and you cant un-spend it. And anyway, it's probably paid off by now because the plants are old. And I just wrote a piece in the April, 2013, The Atomic Scientist about the economics of U.S. nuclear phase-out, and we're in one. It's kind of in slow motion but any nuclear plant that has big repair bills like Crystal River or San Onofre stands a good chance of shutting down, and it's kind of like having the engine blow up in your car and it's an old car and you've got to figure out, is it worth putting in a whole new engine and betting that something else important isn't going to break during the time you wanted to get the benefit out of the new engine. And it's a pretty hard bet to make because as these plants get old, stuff starts to wear out, you get fatigue and corrosion and all kinds of age-dependent effects, there has been a very rapid escalation in the real cost of big maintenance jobs on these plants, what are called net capital additions, because they're actually added to the capital cost rather than expensed. And the industry has been pretty careful not to find out whether that escalation is mostly for upgrading to produce more power -- whether it's a productive investment -- or whether it's more and more big repairs caused by aging effects. That would be very bad news for those who have just gotten their licenses extended or are about to, to go into 20 years of overtime, because it would mean that your license lets you run the plant, but it's not worth continuing to fix it. And I think there is some evidence emerging that for many plants, that will be the case.AG: The New York Times, Matt Wald ran a story saying that the economics of these plants is marginal right now. And it's especially true with the single-unit plants because they don't have a second unit to average out the labor costs and it's especially true because all these plants are now pushing 40 years. The net effect is that as soon as there's a problem, management's going to pull the plug and shut the plant down. The cost to keep your staff fed for the half-year or year to make a major repair can never be amortized in addition to the cost of the repair over 20 more years to the plant site.AL: Yeah. This is very different, of course, from the situation with modular renewables. If you had a gearbox break on a wind machine or an inverter break on a photovoltaic plant, it's a matter of typically days to weeks to get the new one in and you just plug it in and keep going. You don't have to worry about radioactivity. It really isn't a difficult repair -- a standard industrial repair. And it only affects one unit at a time. It's at most a few megawatts, it's not 1,000 megawatts.AG: The big issue here is how do we want our power to be generated 50 years from now. Do we want it to be large central stations controlled by larger corporations? Or do we want people-powered renewable energy? That battle was fought 100 years ago and the big corporations won. Engineers hope the wall will stop groundwater from seeping into the contaminated compound.Groundwater is flowing into the plant's reactor buildings from surrounding mountains at a rate of 400 tons per day. The inflow is adding to the problems of toxic wastewater onsite.The government has pledged 32 billion yen, or about 320 million dollars, to build the underground wall.The feasibility test will start by mid-October at the earliest. Engineers plan to drive steel pipes 30 meters deep into the soil near the Number-4 reactor building. The pipes will be used to surround a 10-by-10-meter plot on the mountain side of the building.Liquid calcium chloride at minus 40 degrees Celsius will be pumped into the pipes to freeze the soil. One of them had beta-ray radiation of up to 1,800 millisieverts per hour.All the high measurements came from the joints of tanks built of steel plates that are bolted together. Workers found resin extruding from the joints. The resin is used inside the seams as a "water-stop" material because it expands when soaked with water. TEPCO officials believe wear and tear caused the resin to extrude from the steel joints. They say there's no trace of water leakage from the joints, and no high levels of radiation have been measured on the ground beneath.But they say they will look into the problem further, as degrading resin could result in leaks.The company has been stepping up monitoring of tanks since a leakage of more than 300 tons of radioactive water was found from a single tank in mid-August.But increased patrols have only led to more discoveries of hot spots. A scorching heat wave has affected many parts of Japan. In Shimanto City in Kochi Prefecture in western Japan, the temperature reached a record-high of 41 degrees Celsius on August 12th. The temperature in August was higher than average across the country. As of 25th, it was 1.7 degrees higher than an average year in western Japan. It's the highest since 1946, when comparable statistics became available. While in eastern Japan it was 1.6 degrees higher than average, which marks the second highest on record. On the heat wave this summer, the agency asserts there is a high possibility this is abnormal weather and decided to hold the meeting on September 2nd to discuss the cause. The agency holds meetings with experts when very rare weather patterns, which would occur only once in 3 decades, are observed. The panel is also going to examine the latest extreme rain patterns. Unusually heavy rains have hit prefectures along the coast of the Sea of Japan. Precipitation on the Pacific side of the country was 20 percent or less than an average year. TEPCO officials acknowledged earlier in August that several hundred tons of highly radioactive water had leaked from a storage tank at the Fukushima plant. They also said some of it may have seeped into the sea. They admitted in July that POLLUTED GROUNDWATER WAS MAKING ITS WAY TO THE OCEAN. The leakage has forced local fishermen to stop offshore test-fishing activities. They were hoping to eventually resume commercial fishing. Federation chief Kishi told Hirose that the problem of contaminated water has an immeasurable impact on the future of the fishing industry. Prof Chris Busby who was consulted on the health effects of this marine radioactive pollution visits the island with the producers and makes measurements of contamination on the beach. Busby originally visited the island in 1998 with Jersey MP Stuart Syvret and found an excess of brain tumours and also general cancer mortality which was written up as a Green Audit paper and became part of a BBC news story at the time. They were both chased off the island.Manfred Ladwig manages to get Dr John Cooper, head of the UK radiological protection organisation, the HPA, to admit that they balance childhood cancer cases against the advantages of cheaply disposing of nuclear waste. It plans to allow evacuees from the areas to return home after decontamination work to lower radiation levels and recovery of basic social facilities there. But evacuees have expressed many concerns about the safety of their hometowns since radiation there will still be higher than in other parts of the country. To ease such concerns, the Nuclear Regulation Authority decided on Wednesday to set up a team to compile this year guidelines on how returnees can protect themselves from radiation exposure. Tokyo Electric Power Company found on Monday last week that more than 300 tons of highly radioactive wastewater had leaked from one of its storage tanks. The utility said at the time that the water seeped out of a low barrier around the tanks through an open rainwater drainage valve on the northeastern side. The company now says workers detected last Thursday a radiation level of 16 millisieverts per hour near an open valve on the southern side as well. The reading was higher than in nearby areas. TEPCO officials fear contaminated water may have come out from this valve as well. They've decided to remove soil from a wider area as the runoff may have seeped into the ground. The utility still doesn't know the cause of the leakage or the extent of contamination. On August 19th, Tokyo Electric Power Company discovered that about 300 tons of highly radioactive wastewater had leaked from a tank. Company officials said some of the water could have reached the sea through a ditch. TEPCO officials told an NRA working group session on Friday that radioactive readings inside the ditch have been rising since August 27th. They said higher concentrations of strontium and other beta-ray emitting substances have been found in recent water samples taken from the ditch. NRA Commissioner Toyoshi Fuketa said the ditch may have collected more spilled radioactive materials as a result of rainfall. But he did not rule out the possibility of more leaks from other tanks. He urged TEPCO to strengthen its monitoring. TEPCO officials also reported a plunge in levels of chlorine and radioactive material inside a utility tunnel after work began to pump out densely contaminated water. NRA officials said the readings probably dropped when low-chlorine groundwater flowed into the tunnel. They said this also means tainted water from the tunnel could have been seeping into soil and mixing with groundwater. The aim is to help rebuild the fishing industry in areas seriously hit by the massive earthquake and tsunami on March 11th 2011. Miyagi Prefecture granted rights to a company in Ishinomaki City on Friday. The private firm will be run by local fishermen and seafood companies. 16 members from the company began working offshore on Friday morning to grow oysters for harvest next year. Fishing rights are needed to farm oysters and edible seaweed, lay fixed-nets for salmon, and dive for sea urchins. The rights are generally restricted to local fisheries cooperatives. 60 out of 65 households in the area where the firm is based were washed away by the tsunami. The lack of new housing has forced many people to move away. The president of the new company Katsuyuki Oh-yama says obtaining fishing rights will help publicize and motivate the community. Tomioka and Naraha host the Fukushima Daini plant. Its 4 reactors escaped serious damage in the disaster. Operator Tokyo Electric Power Company has yet to make clear what it will do with the remaining 6 reactors. Many leaders said they can think of no alternative other than decommissioning all reactors when residents have been forced to live as evacuees for 2 and half years. The towns plan to file the requests with the central government and TEPCO after their assemblies approve the plan. Fukushima Prefecture Governor Yuhei Sato and the prefectural assembly have repeatedly called for all the reactors to be scrapped. Entergy Corporation announced the closure of the Vermont Yankee nuclear power plant in the eastern state of Vermont on Tuesday. Entergy says it made the decision because the price of natural gas is declining due to the increased production of shale gas. It says the high cost of running the plant is another reason. The 41-year-old reactor at Vermont Yankee is the same type as the No.1 and No.2 reactors at the crippled Fukushima Daiichi nuclear power plant. In the wake of the nuclear disaster in Fukushima, officials in the state of Vermont opposed the continued operation of the plant on safety grounds. The US nuclear power regulator granted Entergy a renewal of the plant's operating license that would have allowed it to remain in service until 2032. The utility had earlier filed a lawsuit to prevent the state from closing the reactor. Vermont Yankee is the fifth nuclear reactor in the US this year to be marked for closure. Nuclear plants in New Jersey, Wisconsin, Florida and California are also being taken out of operation as a result of the supply of low-priced shale gas. About 1,000 women gathered on Saturday to call on authorities to scrap plans for a 4th nuclear plant. They are worried about the safety of the plant following the accident at Japan's Fukushima Daiichi nuclear plant 2 and a half years ago. They sang a protest song they'd written themselves in which they express their hope for a world without nuclear plants. One of the protestors said she will continue expressing her opposition and concerns to the project to the authorities for the sake of her children. The event organizer has produced a video of the song being sung by celebrities including the actress Lin Chi-ling. It plans to post the clip and footage of the demonstration on their website. The protestors are hoping to boost support for the anti-nuclear-plant movement before the end of this year when Taiwanese authorities plan to hold a referendum. The Nuclear Regulation Authority compiled a draft investigative report on the disaster in a meeting on Friday. Discussions focused on an unexplained puddle of water spotted by plant personnel on the 4th floor of the facility's No.1 reactor soon after the quake. A Diet panel had said the water could have leaked from the reactor's coolant system due to quake damage. But the report says the water came from an upper-floor fuel pool that overflowed in the quake. The report says the conclusion was reached when witness accounts matched results of an analysis of how water from the pool may flow. It also says damage to the coolant system would have caused leakage of steam, not liquid water. Experts at the meeting did not object to the conclusion. But one said ruling out damage to the system without checking its pipes in detail may be premature. Another said the regulator should draw lessons from its inquiry to improve nuclear safety rules. TO BOLSTER TAINTED WATER TREATMENT EQUIPMENTJapan's industry ministry plans to craft a set of far-reaching measures next month to address the growing problem of radioactive water at the troubled Fukushima Daiichi nuclear plant. Workers at the plant found in July that highly radioactive water was flowing with groundwater into the sea. They also discovered this month that more than 300 tons of contaminated water leaked from one of the storage tanks. Some of the water may have escaped into the sea. To tackle the situation, a panel of experts at the industry ministry plans to compile a number of countermeasures at the earliest possible date in September. The steps will include preventing tainted water from leaking into the sea and blocking groundwater from entering areas near reactor buildings. Groundwater is mixing with radioactive water in the basement of the reactor buildings. The plant's operator, Tokyo Electric Power Company, plans to restart a trial run of a system to remove radioactive substances from toxic water as early as mid-September. The operation ran into problems previously. The expert panel will consider beefing up the treatment equipment to reduce the increasing amount of contaminated water at the plant, including more than 300,000 tons of tainted water stored in tanks. Aizawa expressed deep apology for the water leakage. He said TEPCO will give the problem highest priority. Uchibori asked why the company had failed to notice the large-scale leakage. He said he feels it is different in nature from previous problems, citing the accusation that the leakage was the result of human error. Uchibori also asked Aizawa what measures TEPCO had taken to prevent more radioactive water from leaking from the storage tanks.
