Update suppression changed in 1.14.x. The same setup wont work but update suppression itself works. Given the changes its unsure what will work and what wont. Update order is certainly different, duping is still possible and few other changes removed some features like meta data conversion and old method of portal slicing. Given this video was made for 1.12 then someone else have to try figure out what has changed.

Works on tile tick limit. The sender can be built anywhere in the same dimension as the receivers and one sender will send signals to all receivers in the same dimension when activated. The sand tower schedules tile ticks on the sand blocks and causes a 65 536 tile tick scheduling that results in the game delaying the observer detectors to be pushed to the next game tick. That is then detected in the receivers that are active and ticking in the same dimension.
As pointed out in the comments by Mushushu water flowing can also be used. Look at image for water concept as an alternative to sand if sand isn't as abundant, given 20 double chests of sand is needed for the sand tower. Scheduling is however vital so the first observers needs to be scheduled with a repeater. Minor update. There was a mistake in the explanation in the video. The chunks directly next to the door chunks can be instantly reloaded with hoppers and used as mob switches as well. Its also better to use less doors for 1.13.1. Using a single door chunk and use hoppers to load the rest of the 5x5 area is better for performance and also could be used in the nether and end in 1.13.1.
