Shawn Thomas Biography
Shawn is the founder of 1st Responder Conferences and a retired deputy from the King County Sheriff's Office in Seattle, WA. Shawn retired in 2022 after 25 years of service as a Wellness and Resiliency Detective and a therapy K9 handler. During her career, Shawn worked patrol, served as an undercover detective, a detective in the warrant unit, transit patrol, and as an explosive K9 handler. She was also a dedicated member of the peer support team for 16 years, serving as a team lead for several of those years.
Shawn is married to Jeff, who is also a retired King County Sheriff’s Office Deputy. Together, they have two young men: Andrew, who is a volunteer resident firefighter, and Cooper, who is actively involved in the Army ROTC program and the Washington National Guard. Outside of her professional work, Shawn is passionate about supporting first responders, promoting mental health awareness, and fostering community resilience. She enjoys spending time with her family, traveling, and continuing to find ways to give back to those who serve.

Victor Welzant, PsyD, is the Director of Education and Training and past member of the Board of Directors of the International Critical Incident Stress Foundation, based in Ellicott City, MD. Victor previously served as Director of Acute Trauma Services for the Sheppard Pratt Health System and as a consultant to the State of Maryland, Department of Health and Mental Hygiene in the area of disaster behavioral health. Victor maintains a private consulting and clinical practice in Towson MD, where he specializes in the treatment of Trauma and Stress related conditions, organizational training, and program development. Victor is the Clinical Director for the Anne Arundel Fire Dept. Critical Incident Stress Management team in MD, as well as a supervisor for the Sheppard Pratt Health Care CISM team development. He is a consultant to the Harford County Maryland Sheriff’s Department’s Crisis Negotiation, and Peer Support teams and serves on the adjunct faculty of Towson University in Psychology, Nursing, and Homeland Security. Victor currently serves on the editorial board of the International Journal of Emergency Mental Health. Victor lectures and consults internationally on the topics Crisis Intervention, Critical Incident Stress Management, Suicide, Disaster Behavioral Health and the impact and treatment of trauma.

Conrad Weaver Biography
Conrad Weaver is an Award-winning producer and President and owner of Conjostudios, LLC, a video production company based in Emmitsburg, Maryland. Conrad received a Mid-America Regional EMMY® Award for his 2014 documentary feature, the Great American Wheat Harvest. His second feature length documentary film, Thirsty Land was completed in early 2016 and is currently available on Amazon Prime. The award-winning
documentary, Heroin’s Grip is Conrad’s third feature length documentary and he is the executive producer and writer on a feature narrative film called Scars of an Orphan.
In addition to winning a regional EMMY® Award, Conrad’s films have received awards from Television and Internet Video Association (TIVA-DC), The National Association of Agriculture Broadcasters (NAMA), and a variety of film festival awards. Weaver is a seasoned pro known for his compelling cinematography and a passion for telling stories that matter. “Telling stories that matter is so much more fulfilling than stories that only entertain. My responsibility in the world, is to leave it a better place than when I arrived. If the films I produce can play a role in that, then I’ve been successful.”
Conrad is a member of the International Documentary Association, The Documentary Producers Alliance, and The Television and Internet Video Association (TIVA-DC), and he’s served on the board of directors for the Emmitsburg Business and Professional Association and currently serves on the Citizen's Advisory Committee for the town of Emmitsburg, MD. He recently volunteered as the Global Outreach Country Coordinator for Ukraine for his church in Maryland. In his spare time Weaver enjoys going on adventures with his wife, Jodi, and he loves photography, skiing, sailing, and traveling.

John is a 27-year veteran of the New Jersey State Police where he achieved the rank of Major. John was the Homeland Security – Special Operations Section Commanding Officer. John also served as the Deputy Director of the New Jersey Officer of Emergency Management. John Durkin, Ph.D. Biography
Dr. Durkin is a psychologist specialising in crisis intervention and posttraumatic growth. As a firefighter in the UK he coped well until injury and the suicides of two colleagues changed his outlook and inspired an academic career to seek ways to prevent suicide in firefighters. He started with CISM and studies attracted him to then consider the conditions necessary for posttraumatic growth. HIs training in CISM brought an invitation to work in post-9/11 New York with its fire and police departments. In the UK he sat on the national advisory committee for posttraumatic stress disorder (PTSD) in the UK and gained evidence-based status for critical incident stress debriefing (CISD) at the Substance Abuse and Mental Health Services Administration (SAMHSA) in the USA. He is a Board member at the International Critical Incident Stress Foundation (ICISF) where he is an Approved Instructor, and sits on the Committee of Management of Crisis Intervention and Management, Australasia (CIMA). He is the first President of the European Critical Incident Stress Management (E-CISM) Network based in Switzerland.

Michelle M. Lilly, PhD Biography
Dr. Michelle Lilly is a Professor of Clinical Psychology at Northern Illinois University (NIU). She completed her undergraduate training at Brown University before earning her doctorate in clinical psychology at University of Michigan in 2008. Throughout her professional career, Dr. Lilly has studied the psychological and physical impact of violence and trauma. Early in her career at NIU, she became involved in research with 9-1-1 telecommunicators and has continued to focus on this understudied population. Dr. Lilly’s research on mental and physical health in the 9-1-1 industry has been used to argue for job reclassification for 9-1-1 telecommunicators across the nation. She has done training across the country on the topics of PTSD, stress management, and resilience for a variety of public safety audiences. Currently, Dr. Lilly holds a grant from the state of Illinois to provide free trainings on PTSD and suicide for law enforcement. She is also the owner of 9-1-1 Recovers, a telebehavioral health practice for public safety and their families that provides evidence-based intervention for PTSD, depression, and anxiety. In addition, she provides organizational assessment and consultation through Lilly Consulting. Dr. Lilly is a licensed clinical psychologist in the state of Illinois with APIT approval to provide therapy services across state lines.

Kevin is the Territorial Disaster Services Coordinator for The Salvation Army in the U.S.A. Central Territory. He is also president and founder of the Institute for Compassionate Care, which is dedicated to consultation, education and direct care which is now run by his wife Jennifer. Kevin is a chaplain with the Illinois Fraternal Order of Police, serves as faculty for the International Critical Incident Stress Foundation, and is an adjunct professor at Olivet Nazarene University. He has extensive training and experience in crisis response, disasters, chaplaincy, pastoral ministries, marriage and family therapy, and social services. As an author and speaker, Kevin teaches broadly on the aforementioned topics. He is author or co-author of The First 48 Hours: Spiritual Caregivers as First Responders, CISM: Grief Following Trauma, CISM: Emotional and Spiritual Care in Disasters, CISM: Spiritual and Psychological First Aid, and CISM: Understanding Suicide: Effective Tools for Prevention, Intervention and Survivor Support.

Richard J. Ottenstein, Ph.D., CEAP, CTS Biography
Dr. Ottenstein is the Chief Executive Officer of the Workplace Trauma Center. He has over 45 years experience in the mental health field, and 25 years experience providing workplace trauma training and intervention services. Dr. Ottenstein is a licensed Psychologist, a Certified Employee Assistance Professional, a Certified Trauma Specialist and a member of the faculty of the International Critical Incident Stress Foundation (ICISF). Dr. Ottenstein developed a course titled "Corporate Crisis Response: Critical Incident Stress Management in the Workplace" which is offered by the ICISF on their national conference circuit. In addition to his services to business and industry, Dr. Ottenstein is the co-author of the book “Supporting a Grieving Workforce”. Dr. Ottenstein is a former Chair of the Central Maryland Chapter of the American Red Cross Disaster Mental Health Team and had served with the Red Cross on numerous national and local disasters. He is also a volunteer with the Carroll County, Maryland Fire Department Critical Incident Team and is a the clinical coordinator of that team. Dr. Ottenstein previously served as the designated on-site support professional for the National Transportation Safety Board. He directs a program of distance counseling support for journalists in the Middle East. Beth L. Hewett, PhD, CT, CEOLS Biography
Dr. Beth L. Hewett is a Certified Thanatologist with the Association for Death Education and Counseling (ADEC). She also is a Certified End of Life Specialist, a Certified Grief Movement Specialist, and a Certified Pet Loss Specialist; additionally, Dr. Hewett holds a Death and Grief Studies Certificate from the Center for Loss and Life Transition and was a commissioned National Catholic Ministry for the former Bereaved, Inc. (NCMB) Minister of Consolation Trainer. She is a public speaker and facilitator of grief support groups, bereavement seminars and retreats, and writing workshops; she works with the bereaved individually as a grief coach and companion. Dr. Hewett also is the author of More Good Words: Practical Activities for Mourning and Good Words: Memorializing Through a Eulogy. Her website is available at www.goodwordsforgrieving.com. Patty Stewart McCord, BGS, CCISM Biography
Patty Stewart McCord, B.G.S. (Minot State University ’99) is a Faculty Member and the Canadian Representative on the Board of Directors for the International Critical Incident Stress Foundation (ICISF). She is an author, international speaker and consultant in crisis management services and facilitates a number of ICISF Certified courses throughout North America. Stewart McCord has led in the development of Peer Support Teams trained in Critical Incident Stress Management Skills throughout the country, but more recently within ministries and government agencies in Saskatchewan. She is currently contracted with Saskatchewan Health Authority to provide training, team development and support for the Provincial Health Authority Psychosocial Support Network and is the Executive Director for the Sask. CISM Network. Patty has worked as a Subject Matter Expert with the Canadian Institute of Public Safety Research and Treatment, (CIPSRT), and continues to build relationships between teams to support education, training and wellbeing for Public Safety and Health Care Workers.

Rev. Rob Dewey Biography
The Rev. Rob Dewey is an Episcopal priest, who has lived in Charleston, SC for 30 years. In 1990, he began a full-time non-profit ministry to minister to First Responders and Victims of crime. During this tenure of service, he served as the lead Chaplain for 40 agencies, including local, state and federal agencies. He has been a member of ICISF since 1996 and is also ICISF Faculty.

Braxton Morrison Biography
My name is Braxton Morrison. I am a Co-Founder, the President, and Team Coordinator for the Benton County Critical Incident Stress Management (CISM) Team. I became involved with the creation of the CISM team after attending the basic training required to conduct interventions. My partner and I then recognized the need for CISM in Benton County and began holding interventions for first responders in 2017.
In 2020, we decided to formalize the team to better serve our fellow responders. Through this process, we developed protocols, policies & procedures, and most importantly, a team of trained Critical Incident Responders to be a part of the team. We have now obtained our 501(c)3 status, have elected officer positions, and By-Laws to govern the organization.
I have attended Group Crisis Intervention, Assisting Individuals in Crisis, Advanced Group Crisis Intervention, Advanced Assisting Individuals in Crisis, Workplace Violence, Law Enforcement Perspectives, Psychology of Terrorism and Psychological Counter Terrorism, Resilience Training, Techniques for Delivering Bad News, and Suicide Awareness training
through the International Critical Incident Stress Foundation (ICISF).
In addition, I hold a certification in CISM (CCISM) from UMBC, Certificates of Specialized Training (CoST) in Emergency Services and Mass Disasters & Terrorism from the ICISF, Mental Health First Aid Instructor certification, and am certified as a Trauma Services Specialist (CTSS) through the Association of Traumatic Stress Specialists (ATSS).
I also hold certifications as a Nationally Registered Paramedic (NRP) and Certified Law Enforcement Officer in the state of Iowa. I enjoy spending time with my family, my dogs, kayaking, hiking, running, and weight training. I am honored to be a part of the creation of this team and to serve the responders of Benton County and assist them in continuing to do what they love.
