In 2024, the Moldovan government extended the state guarantee for Moldova IT Park, the first virtual business park in Europe, a platform that offers the best and easiest fiscal mechanism for IT and service-outsourcing companies registered in the country. The government also extended the types of company eligible to join Moldova IT Park. As a result, the number of IT companies and their average revenues have increased in the last four years.
Moldova has also opened its doors to talented people from over 47 countries, without the need for them to first apply for a work permit. Local companies already provide outsourcing services in 14 languages. In addition to a thriving digital economy and skilled workforce, Moldova relies on industrial and food production. Despite being a small country, it produces 1 per cent of the world’s car components. It is also among the world’s top 20 wine-producing countries, top 3 plum exporters, and top 5 cherry exporters.

CRMs are key to the transition to a low-carbon and digital economy because of their widespread use in green and digital technologies. They are strategically important, but their supply is high risk.
The importance of CRMs to EBRD economies and the trends observed in the sector raise a series of challenges and opportunities. Approaching these developments effectively, scaling up primary and secondary supply, and supporting high environmental, social and governance (ESG) standards will ensure that the possibility of “delivering impact together” is not lost in the EBRD regions.

Women entrepreneurs are the world’s largest emerging market. However, the gender pay gap for green jobs is almost twice that of brown jobs, and efforts to close the global gender gap in economic participation have stalled or are reversing.
With an estimated value of US$ 7 billion, the global green economy offers huge potential. So, what does gender-smart green finance look like? How can gender considerations be integrated into green investments? What role do policymakers play in strengthening gender-smart green governance? What can international partners such as the EBRD and the Green Climate Fund do to promote a gender-equal, sustainable future?
The panel features international leaders and other global thinkers, investors and policymakers. Together they will set out the business case for gender-smart climate finance and practical measures to achieve it.
Speakers:
Melinda Crane, International Moderator and Correspondent

Since 2013, the EBRD’s Civil Society Engagement team has catalysed cooperation, fostering ties with our most essential partner: the communities where we invest in changing lives. From youth to indigenous groups, workers to gender advocates, we champion inclusivity. Yet barriers persist.
The EBRD relies on and engages with civil society organisations, our vital allies in bridging the gap. In the CSO Programme at the Annual Meeting, join us in celebrating the tangible impact of civil society engagement on the EBRD and communities, in four key areas: partnerships, projects, consultations and problem-solving.
Distinguished representatives and experts from civil society and the private sector, alongside international organisations, will join this open panel to share invaluable insights and experiences. The discussions will explore:
- the EBRD’s partnership with private sector philanthropy, driving policy advocacy and capacity building to promote a civic space in the EBRD’s southern and eastern Mediterranean region
- efforts to promote the economic integration of Ukrainian refugees in Poland
- an evaluation of the public participation process for and the outcomes of the Yerevan Green City Action Plan
- initiatives to bolster the development outcomes of private-sector investment in Georgia through multi-stakeholder capacity building.

As a reliable bridge between Europe and Asia, Georgia can help address global and regional challenges through its resilient macro-fiscal policies, structural reforms and infrastructure improvements, which have enhanced its international connectivity.
The panel will focus on Georgia’s competitive edge, from its strategic location to burgeoning industries poised for global investment including transport, technology, tourism and renewable energy – and discuss how to foster sustainable economic growth in the country.
Georgia is not just growing within its borders but also driving growth across the region, making it an attractive gateway for investors looking for opportunities where the continents meet.
In 2023, Georgia was granted European Union (EU) candidacy status, a highly significant milestone on the path to EU integration, opening up even more opportunities for regional connectivity.

International financial institutions (IFIs) can play an important role in facilitating projects by helping the public sector develop an enabling policy and regulatory environment, bankable power purchase agreements and the competitive procurement of renewable energy through auctions.
Once a developer has been selected, IFIs are often instrumental in financing these landmark transactions. However, issues with the wider legal framework and processes can cause significant delays and additional costs, especially when it comes to first projects in a particular jurisdiction.
The panel explores how stakeholders can work together to achieve the right conditions for successful projects and deliver secure, green, competitively priced energy.
Speakers:
David Shukman, Journalist, Speaker, and Consultant

Access to finance can make the difference to recovery, relaunching a business and rebuilding a livelihood. The financial sector must, therefore, play a critical role in the recovery and long-term resilience of affected economies. However, standard financial products may not be well suited to the realities and risk profiles of people facing crisis, who may lack the documentation, collateral or track record normally required.
Hear directly from sector experts how innovative financial structures and partnerships are enabling financial institutions to respond to such crises and consider opportunities to rebuild in a greener, more equitable and more sustainable way, while maintaining a sound banking mandate.

The objective of the session is to reveal the solid contribution that Armenia brings to the region and the huge potential it can bring to the wider region, outline a vision and address the mega directions and megaprojects of Armenia's development. In the strategic region with Armenia’s unique position connecting countries across the West, East, North and South, the Government of Armenia has aimed to develop a country and an economy, which on the one hand will offer the world technological and innovative products, and on the other hand, will significantly contribute to the movement of people and goods with its developing infrastructure.
Armenia has been finding its place on the world’s economic map by virtue of developing a fundamentally new knowledge-based environment with emphasis put on education, science, research and development. As an evidence, TUMO, recognized as the world’s premier tech education program for teens, got its start in Yerevan and is now being exported to the world’s major capitals. Moreover, the Armenian Government just unveiled a ground-breaking new program (the Academic City Project) to create a fundamentally new knowledge-based/STEM talent pipeline and R&D ecosystem via the large-scale transformation of Armenian schools and universities.
Armenia’s high-tech industry that is at the forefront for innovation is making a way to a leading exporter of high-tech products, communications technologies and services for global markets becoming a major hub for a knowledge-based activity. The powerful legacy has turned into modern times with major international tech players and bleeding-edge, home-grown start-ups building large engineering bases here. High tech clusters are one of the big investment potentials for the country.
Armenia offers a unique bridge between Europe and Asia. Developing closer ties with the neighbours as well as with other partners, including the European Union, through strategic projects (such as "The Crossroads of Peace") will enhance the country’s potential for further development. Doing business in Armenia creates the opportunity to cooperate with several other countries that also have promising growth opportunities. The implemented and ongoing reforms in the business and investment climate being driven by the Government facilitate the provision of promising opportunities to foreign investors.
The Investment Outlook Session for Armenia is an unique opportunity to reveal comparative advantage of the country in terms of doing business, making investments both in private sector and in the country's strategic initiatives.
In particular, the session will highlight the investment attractiveness of the RA economy, focusing on mega initiatives in the areas of education, high technologies and the strategies to establish a knowledge-based economy, as well as on the role of “The Crossroads of Peace” in achieving peace and prosperity in the region. The panel will explore priority aspects of education sector policy, the innovative educational cluster "Academic City," the ongoing strategic developments in the high-tech sector, and perspectives on investment and business within the evolving landscape.

Digitalisation and rising risk: how to build cyber resilience in the private sector
Technological advancement, including the emergence of artificial intelligence (AI), is changing the cybersecurity landscape and posing major challenges to businesses and governments alike. For example, AI is enabling malicious, small-scale attackers to do greater harm. In addition, trends in digitalisation, such as the expanding Internet of Things (IoT), create more opportunities for cybercrime, and the growth of ransomware is disrupting business activity across the EBRD regions and beyond. Meanwhile, the cybersecurity sector has been leveraging AI for decades. The latest advances also enhance the ability to thwart cyber-attacks. Some people even argue that AI tips the balance in favour of the defenders.
What are the implications of these trends on cybersecurity? How compelling are the arguments and how much is hype? Focusing on cybersecurity across all sectors, this panel will examine the latest trends revolutionising the cyber-threat landscape.

Thanks to a €4 billion capital increase, approved last year by the Bank's Board of Governors, the EBRD can continue to invest at this level in wartime and has the potential to do more during the post-war reconstruction period.
