Spoiler Alert: It doesn't work. You cannot add the speed of the medium to the speed of light and expect that to work. Without SR, the explanation for this is a bit lacking, but this shows it's true.

Spoiler Alert: It's the speed of the FOG relative to the cable. Working the problem in this way lets us avoid the question of SR vs non-SR and show it works either way
